SAN DIEGO (KGTV) -- Thanks to everyone who gave, Month of a Million Meals surpassed four million meals raised. The meals will go to Feeding San Diego and couldn’t have been done without those who pledged their support. ABC10 and Live Well San Diego partnered with Feeding San Diego with the goal of raising enough money to buy a million meals. The fundraiser continued throughout December. Feeding San Diego serves 63,000 people every week, including children, seniors, military families and anyone facing hunger. One in eight people in San Diego County are food insecure and one in 6 kids in San Diego face hunger. In 2017, Feeding San Diego distributed 26 million meals. 681

SAN DIEGO (KGTV) — The Last Real Gym on North Park’s University Avenue took to the streets immediately after it became illegal to operate indoors in mid-July.The whole experiment lasted five days.“The sidewalks are pretty dirty between dog poop, dog pee … and human poop from the homeless sleeping on my side of the building,” owner Frank Kole said Friday.Kole decided to move everything back indoors in defiance of the Gov. Newsom’s July 13 health order meant to slow the spread of the coronavirus.RELATED: Former member of The Gym in Pacific Beach shares experience“Indoors I'm able to bleach, sanitize, wipe after every single use on the equipment that a member uses, and there's not a homeless person or a dog coming by to pee on it in between that,” Kole said.Kole said he's taking serious measures to keep people safe indoors, with hand sanitizing stations, plexiglass barriers, directional walking signs, and instructions to wipe down equipment. And also, no mask, no access.“I'm not going to lie, I'm not being nice about it,” Kole said. “If you're not wearing your mask, get out. Cuz I have another sign that says ‘masks on.’ If I have to remind you to put your mask on, I'm going to ask you to leave, I'm not playing games.”RELATED: County confirms coronavirus outbreak at Pacific Beach gymKole moved back inside July 20. Since that time, county officials identified a different gym that defied the order, called The Gym in Pacific Beach, as the site of an outbreak.Kole expressed confidence in his safety measures. He says San Diego Police officers have visited him twice, educating him, but he still has not received a county warning letter. In a statement, a county spokesman expressed regret for Kole’s situation.“While we sympathize with his situation outside, moving back inside goes against current state guidance for gyms,” the statement said. “It would be ideal if he could get some assistance from his local government to allow for safe, clean operations outside.”RELATED: Gyms lawyer up to stay open amid pandemicA spokeswoman for the City of San Diego said the area would be noted on the next scheduled sidewalk cleaning for North Park, Aug. 5. She said, however, that residents and businesses can always report problems earlier using the city’s Get-it-Done app. 2290

SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. The funds come from a surcharge customers pay through SDG&E and an electric tariff known as Rule 20A. The map below shows all the undergrounding projects in the City of San Diego. SAN DIEGO (KGTV) - The federal watchdog agency that aims to protect consumers from unfair, deceptive, or abusive practices is suing a San Diego-based company. On Tuesday, the Consumer Financial Protection Bureau (CFPB) sued Encore Capital Group and its subsidiaries, claiming they violated the terms of a 2015 legal agreement. The CFPB claims, “Since September 2015, Encore and its subsidiaries violated the consent order by suing consumers without possessing required documentation, using law firms and an internal legal department to engage in collection efforts without providing required disclosures, and failing to provide consumers with required loan documentation after consumers requested it.”The lawsuit says after the effective date of the consent order, “Encore filed more than 100 lawsuits to collect consumer debts after the applicable statutes of limitations had expired."The lawsuit also claims Encore failed to disclose that consumers might incur international-transaction fees.In response to the lawsuit, the company's Executive Vice President, General Counsel, and Chief Administrative Officer Greg Call said Encore is built on a foundation of treating their consumers fairly and respectfully."We are disappointed that the CFPB has chosen to file this lawsuit on outdated issues, but we will continue to engage with the CFPB and work to ensure that we maintain policies and practices that fully comply with all applicable legal requirements. We believe that there will be no material operational impact as a result of the suit," said Call. "We fully corrected the issues underlying the allegations in this lawsuit years ago and are unaware of any unresolved consumer impact."DEBT COLLECTION LAWSUITSPart of the complaint talked about debt-collection lawsuits. In July Team 10 discovered a 157% increase in the number of rule 3.740 collections lawsuits filed in San Diego County court from 2015 to 2019. That involves any debt collection company."If you look not just in the county of San Diego, throughout the state of California, and in fact the dockets throughout the nation, we have a massive epidemic right now," said attorney Abbas Kazerounian during a July interview.Kazerounian said if someone's been sued or contacted by a debt collection company, they need to know their rights."The amount of debt is irrelevant," he said. "It's the method of collection that's controlled by these statutes."RESOURCES:Coping with debthttps://www.consumer.ftc.gov/articles/0150-coping-debtHelp available for renters, homeowners struggling to pay for housing during pandemichttps://www.10news.com/rebound/coronavirus-money-help/help-available-for-renters-homeowners-struggling-to-pay-for-housing-during-pandemic 2724

SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds. The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. That figure rose dramatically in 2017 to 38,000 arrests.RELATED: As many as 15,000 troops to be deployed to borderThe project to upgrade the fence began over the summer and will eventually replace about 14 miles of scrap metal wall.U.S. Customs and Border Protection told 10News in June that the old fence was erected in the 1990s from Vietnam-era scrap metal.“The construction of this new substantial wall will improve overall border security, the safety and effectiveness of Border Patrol agents, the safety of the public, and will enhance the atmosphere for business and commerce in the area,” said Rodney Scott, Chief Patrol Agent for the San Diego Sector.RELATED: Border wall construction underway in South San Diego County  The upgrade comes as the Trump administration prepares to send thousands of troops to the border to provide logistical support as a migrant caravan approaches. As of Wednesday afternoon, the caravan was about 800 miles away from the U.S. 1508
