CALEXICO, Calif. (AP) — Authorities are investigating the death of a man who was hit by a vehicle driven by a U.S. Border Patrol agent near the U.S.-Mexico border. U.S. Customs and Border Protection says the incident happened about 8:40 p.m. Friday when the agent was driving to a spot along the border to investigate reports of people illegally crossing it. The agent’s vehicle hit a man who was lying in the road. The agent immediately rendered aid to the man until emergency medical services arrived. The agency says the man was first taken to a nearby hospital and then airlifted to a trauma center in Palm Springs, where he died. 642

(KGTV) - On Thursday, police reform activists gathered outside the Carlsbad Police Department to publicly discuss their recent meeting with police over last month's controversial arrest and Taser incident with Marcel Cox-Harshaw, an African American man."We're satisfied with the fact that they met us but we're not overall satisfied until we see results," said Yusef Miller with the North County Civil Liberties Coalition.Sheila Kenny with Indivisible49 told reporters, "Citizens of North County want to express their concerns about the possibility of future incidents reoccurring if the police department does not make some changes."RELATED: Activists to demand changes within Carlsbad Police Department after controversial arrestRobert Jenkins with the North County NAACP added, "We feel in this time of heightened police brutality and racial injustices among people of color, specifically African American men, that racial bias training should be more frequent."Witness video shows officers using a Taser on Harshaw and pressing his head into the pavement. CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. BURBANK, Calif. (KGTV) - A brush fire broke out Friday afternoon in the hills east of Burbank.Burbank firefighters and police officers closed roads near Sunset Canyon Drive and Harvard Road about 2 p.m.The location of the fire is above a residential neighborhood. Crews are evacuating hikers in the area.There was no immediate word on the cause of the fire.The flames are burning near the site of the La Tuna Fire, which burned more than 7,000 acres and five homes in September 2017.10News is monitoring breaking developments.  545

CAMP PENDLETON, Calif. (KGTV) - Fire crews responded Thursday to a fire on Camp Pendleton near the Hotel training area, North County Fire reported. The so-called Weisgarber Fire scorched at least 120 acres one mile west of the DeLuz Gate by Thursday night, Cal Fire said. Crews were able to get the fire 40 percent contained by around 7 p.m. By 10 p.m., base officials said that crews stopped the fire's forward rate of spread.North County Fire officials said the flames posed no threat to Fallbrook or the surrounding area. As of 6:45 a.m. Friday, Cal Fire officials said the fire was 100 percent contained and was stopped at 120 acres burned.There is no word on the cause of the fire. 695
