BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy. The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies. The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year. The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.

BEIJING, Jan. 18 (Xinhua) -- China's Ministry of Civil Affairs (MCA) channeled more than 1 billion yuan (about 151.8 million U.S. Dollars) raised by the lottery to public welfare programs in 2010, according to a statement issued by the MCA Tuesday.China's government-run lottery raised 30 billion yuan for public welfare funds in 2010, according to the MCA.Half of the funds were allocated to welfare projects administered by central authorities, including the MCA, and half to welfare projects organized by local governments. The quota for the MCA to use at its own discretion was 1.053 billion yuan, which was mainly directed for improving the welfare of the aged, the disabled, children, and those impacted by natural disasters.Of the 1 billion yuan, 604 million yuan went to providing care and rehabilitation to the aged and the disabled.Additionally, 417 million yuan went to welfare programs for children, including providing care and rehabilitation to disabled orphans, children suffering cerebral palsy, AIDS-impacted children, and providing shelters to homeless juveniles, among others. The rest of the fund went to government procurement of social services, and retrofitting incineration and burial infrastructures in the underdeveloped west and central regions.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected. There have been a number of initiatives to establish nuclear fuel reserve banks in recent years. The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut. However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.
