SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. The National Park Service affiliation will help protect the park’s longevity and legacy," said Vargas.Being affiliated with the NPS would allow the park to be eligible for technical or financial aid. The recognition would also allow Chicano Park to be, "recognized, preserved, and protected as an American history landmark," Vargas adds.RELATED: Celebrating Community: Chicano Park approaches 50th anniversary"Chicano Park is our spiritual home and represents a defining moment of victory for the Barrio Logan and Chicano community," said Vargas. "I will continue my work in Congress to ensure that Chicano Park is eligible and recognized as an affiliated site of the National Park System."Chicano Park was created in 1970 after the Barrio Logan community boycotted the construction of a California Highway Patrol station underneath the San Diego-Coronado Bay Bridge.In 1980, it received designation as an official historical site by the San Diego Historical Site Board. It listed on the National Register of Historic Places in 2013 and as a National Historical Landmark in 2016.RELATED: Lease approved for Chicano Park museum and community centerThroughout the year, locals and tourists visit the roughly 80 murals that depict San Diego and Chicano history and culture.Victor Ochoa, who painted some of the murals, told ABC 10News the history depicted in Chicano Park's art is truly representative of the community because it lacks censorship and showcases important figures."The park in itself acts as kind of like an obstacle to just eradicate our heritage, our history, our community," Ochoa said. "I see the spiritual energy more and more in the park and the murals, and the murals become even more historical documents."On April 20, 2020, Chicano Park celebrated its 50th anniversary. 2646

SAN DIEGO (KGTV) - The Coronavirus Pandemic has had an unexpectedly positive effect on the Helen Woodward Animal Center, as pet adoptions have doubled over the past week."This is a fabulous time to bring animals into your home," says Jessica Gercke, the spokesperson for the HWAC.Gercke says the Center has seen a surge in people applying for adoption and fostering because they're working from home, and have more time to integrate a new pet into the family."We're seeing a lot of teachers and graduate students," says Gercke, noting that many had planned to wait until summer break, but moved up their adoptions because of the extra time at home.That's what led Anna Fairman, a Carlsbad Kindergarten teacher, to adopt last Thursday. She took home a new dog, Archie."I had had this plan that I was gonna adopt a dog at the beginning of this summer so that I could obviously have time to spend with the dog and train it," she says. "Now, just seemed like the perfect time."The HWAC is doing its part to keep the adoptions as safe as possible. They're only letting one person in at a time, with appointments set up in advance. Each person is allowed to interact with up to three animals to decide which one to take home.For fostering, the HWAC is doing video chat calls to inspect the homes of people wishing to foster and make sure they're safe and appropriate for the pets. They're also doing online training for potential foster families."We're seeing this beautiful, beautiful love that animals give to us," says Gercke. "It lowers blood pressure. SAN DIEGO (KGTV) -- The California Department of Corrections and Rehabilitation are looking for two women they say walked away from the Custody to Community Transitional Reentry Program.The department says, while conducting a room search Thursday, staff discovered a cell phone in a room shared by Karen Flores, 26, and Gisselle Rivas, 20.A short while later, it was discovered that both women removed their ankle monitors and walked away from the facility.Flores is a Hispanic female, 5 feet, 1 inch tall, weighing 168 pounds with brown hair and brown eyes. Authorities say she was serving more than two years at the facility for second-degree burglary and grand theft.Rivas is a Hispanic female, 5 feet, 1 inch tall, weighing 148 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) - Surveillance video shows burglars ransacking a Pacific Beach brewpub hit hard by the pandemic.Just past 6 p.m Thursday, while food and craft beer were being served up at the second-story Amplified Ale Works restaurant, a masked man was recorded while inside the first-floor office and shuttered music venue.A mangled door revealed the intruder's entry point."Looks like he used a crowbar on the back door," said owner Alex Pierson.Inside, he's seen rummaging through drawers, grabbing headphones and some other items before leaving. Pierson says the burglar returned hours later, and he wasn't alone."When they came back at 10:30 p.m., they ransacked everything," said Pierson.For some 40 minutes, three men are seen helping themselves to whatever they wanted, filling up box after box.In one clip, one of the thieves is seen sorting through paperwork. Several blank checks were found missing."It's that feeling of violation. It hurt. Also took several employees' bikes, several guitars, amps, eight cases of beer, merchandise and some other electronics," said Pierson.For Pierson, the burglary is beyond disheartening."We're doing everything we can to keep our employees employed ... a 'being kicked while you're down' feeling," said Pierson.Pierson says the impact of the pandemic has cut revenues for the eight-year-old brewpub in half. The loss from the theft is more than ,000."In the end, it's not going to break us, but we're at such a point of breaking, as it is," said Pierson.Pierson fears others have also felt the hurt. SAN DIEGO (KGTV) -- The former Imperial Beach man convicted of molesting and strangling two young boys in 1993 has died of coronavirus, the California Department of Corrections and Rehabilitation said. Scott Thomas Erskine, 57, was sentenced to death in San Diego County in 2004 for the first-degree murders of 9-year-old Jonathan Sellers and 13-year-old Charles Keever.The California Department of Corrections said Erskine died from complications due to the virus at an outside hospital. He was on death row at San Quentin. Both Sellers and Keever disappeared while on a bicycle ride near their South Bay homes. Erskine lured the victims to an igloo-shaped “fort” of brush before molesting and strangling them.In March of 2001, Erskine was serving a 70-year sentence for raping a San Diego woman when newly-tested DNA linked him to the murder of the boys.Erskine also pleaded guilty to a second-degree murder for the Florida slaying of 26-year-old Renee Baker.
