SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) -- A woman was killed after a collision with a tree that split the car she was driving in two in the Carmel Mountain Ranch area.According to San Diego police, the driver, who has yet to be identified, was traveling on Carmel Mountain Road at an unknown speed when she lost control of the vehicle and hit a tree.Police said a passerby spotted the wreckage round 1:15 a.m. Wednesday, but it's unclear when the crash occurred.No other injuries were reported. 480

SAN DIEGO (KGTV) — A small portion of San Diego State students will return to campus next week for limited in-person classes.The university says students who are taking in-person classes are required to be tested for COVID-19 at least every 14 days. This includes both students living on-campus and those taking in-person courses.Students and instructors on campus are also required to wear a facial covering at all times (with limited exceptions), maintain physical distancing, and have their temperatures checked daily.There will be two temperature check kiosks on campus and instructors will also have the ability to check a student's temperature using a non-contact infrared thermometer.Since the fall semester started, SDSU has reported 1,134 coronavirus cases among students, including 408 on-campus students and 726 off-campus students. Ten faculty or staff and 13 visitors have also reportedly tested positive.To combat off-campus cases from rising in the surrounding College Area, the school has enforced its COVID-19 student policy on students living off-campus as well. Students or organizations found in violation of SDSU's policies, like failing to wear face coverings or attending social gatherings, could face student organization sanctions and individual disciplinary action, which may include expulsion. 1328

SAN DIEGO (KGTV) - A San Diego Strike Team called to battle the Kincade Fire returned home Halloween night, and told 10News of the harrowing fight.The team was comprised of five engines and 21 firefighters from Imperial Beach, Coronado, San Diego, and Chula Vista, according to Battalion Chief Rob Hartman. The group spent four days on the front lines."The resources were very limited just because of everything going on in the state," Hartman said, adding there was no air support in the area where they were fighting the fire.Another challenge they faced was, "just finding a water source. Sometimes out in the country, it's not like there's a fire hydrant every 300 feet. We had to drive a ways to get water to fill up and get back into the fight again."Hartman said they got hardly any sleep and worked in constant dark smoke and strong winds."This is your area, you want to save everything but there are just times where it's just not going to happen."Hartman said it was a struggle to save some homes. One firefighter spotted a home down a narrow driveway that was starting to catch fire."It was just so dangerous, the road was so narrow, there was no place to turn around. The house was already, it was going to be over the amount of water we had and we had to just turn to the guy and say this is going to be a loser. We're not going to be able to do this safely," Hartman said.He described the struggle of losing any businesses or homes during the battle, "you try to put yourself in the position of the owner, so you want to safe the house, you want to save every house... Sometimes it's a little heart-wrenching."Ultimately the strike team stopped the fire line, protecting the City of Windsor.Hartman said they remain ready to deploy if needed. 1764
