BEIJING, Nov. 26 (Xinhuanet) -- The Shanghai municipal government is making moves to enhance its mergers and acquisitions (M&As) market, a move in tune with the cosmopolitan city's ambition to make itself a global financial hub by 2020.The city will initially actively propel the construction of its financial market and M&A-related auxiliary services, especially the agents who facilitate deals, to aid these activities, said Shanghai Vice-Mayor Tu Guangshao on Thursday.He said the local government is also considering setting up a China Mergers and Acquisitions Association in Shanghai.Meanwhile, plans to open an M&A museum are also in the pipeline to help create an M&A culture in the city."We've made concrete efforts to encourage benign conditions to allow these plans to materialize," Tu said.The M&A market, in turn, will help catalyze improvements in the city's financial market functions, structures, and systems, as well as boosting badly needed adjustments to its economic structure. BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? BEIJING, Nov. 29 (Xinhua) -- China will launch a training project for all procuratorial personnel in the country to promote their work, according to an official of the Supreme People' s Procuratorate (SPP).Procuratorial agencies should have more staff with master' s or doctor' s degrees, and by 2020, procuratorial staff with bachelor' s degrees should make up at least 80 percent of the total members in the country' s less-developed west regions, Hu Zejun, executive deputy procurator-general of the SPP, said at a national conference on procuratorial personnel in Beijing on Monday.Further, there should be at least half of the staff in all grassroots-level procuratorates who are college graduates by 2020, Hu said.As of 2009, over 75 percent of the procuratorial staff in China had received bachelor' s degrees or above, an increase from some 53 percent in 2004, according to a statement released at the conference.Hu also called for more efforts to attract high-quality procuratorial personnel, promote the ability of the staff in grassroots procuratorial organs and provide more training for young procurators.
