San Diego (KGTV) There’s a battle over prime real estate in Hillcrest. There were plans to use the Third Avenue location for luxury housing, but some county leaders are hoping to use the space as a way to serve the homeless dealing with mental health challenges. Over a decade ago, the location once served as a center for adolescents. The county had plans to use the 7-acre lot for luxury condos. “I don’t believe that the public policy changes we face as a region is a shortage of luxury condos,” says County Supervisor Nathan Fletcher. “I believe the public policy challenge we face as a region is an investment in behavioral health services.”The vacant space on Third Avenue sits less than a mile from Scripps Mercy Hospital and UCSD Medical Center, Hillcrest. “We have 50 to 100 patients in our emergency rooms every day that need some form of mental health services,” says Patty Maysent, CEO of UC San Diego Health. The facility would offer services like psychiatric care and substance abuse. “A lot of folks go to the emergency room, get the most expensive care, get stabilized, and they have nowhere to go,” said Fletcher. (CNN) -- At least four people were shot dead and two others were wounded Thursday in Los Angeles before the gunman was captured, authorities said.Gerry Dean Zaragoza, 26, killed his father and brother at their home, fatally wounded a woman he knew at a gas station and shot a man on a bus who died, police said.There is no obvious motive for any of the killings, said Capt. William Hayes of the Robbery-Homicide Division of the Los Angeles Police Department."We're evaluating it, we're interviewing witnesses but we can't come up with a specific answer," he told reporters.Hayes said the shootings began at about 1:20 a.m. in Canoga Park when Zaragoza shot his parents and brother. Zaragoza's father and brother were killed and his mother injured, Officer Greg Kraft said.About an hour later, Zaragoza went to a gas station in North Hollywood, where he shot a woman and a man who were working there, Hayes said.Hayes said Zaragoza knew the woman previously. She died at a hospital. Hayes said the man survived; police had said earlier that the victim was in critical condition.Police also think Zaragoza is responsible for an attempted robbery near an ATM at a bank and for a fatal shooting on a bus at a stop in Van Nuys."He didn't do anything. He was just sitting on the bus," a witness told CNN affiliate KABC about the victim.Another witness on the bus told CNN affiliate KCAL/KCBS he had a close encounter with the gunman as people fled the scene in a panic."The guy ... ended up coming towards me and basically once he started comng towards me -- he actually like still had the gun out," Carlos Hurtado de Jesus said. NATIONAL CITY, Calif. (KGTV) -- Three people were injured after a car slammed into a National City restaurant Tuesday afternoon. The crash happened on the 1000 block of Highland Avenue in National City at the Pho 7 Cow restaurant around 2 p.m.An employee of a nearby jewelry store said scene was chaotic, describing the vehicle as going all the way into the building. RELATED: Driver crashes car into National City bar The owner of the restaurant says two customers and an employee were injured in the crash. Their condition is unknown at this time, but a witness said they didn’t appear serious. Roughly 20 people were eating lunch when the car crashed into the front of the restaurant, according to the owner. Surveillance video from inside the restaurant shows the car plow through the front and into a large aquarium near the door. 10News learned all of the fish inside the aquarium died.The owner said the woman driving the car may have accidentally pushed the gas instead of the brake. Inspectors from the city and fire department arrived shortly after the crash to check out the building. The owner was told the structure is sound. SAN DIEGO (KGTV) -- Police are investigating after a man was stabbed in East Village Wednesday night. According to San Diego Police, the stabbing happened on the 1500 block of Commercial just after 5 p.m. Police say a 26-year-old man was involved in a fist fight with the suspect when, during the fight, the suspect stabbed the victim in the ribs. The 26-year-old was taken to the hospital with non-life threatening injuries. The suspect fled the scene and hasn’t been located, police say. He is described as a 35-year-old black man approximately five feet, seven inches tall and clean shaven. He was last seen wearing a light-colored, short-sleeved shirt and had a scar down his abdomen. 698
