CLAIREMONT, Calif. (KGTV) — Dean Dobbins, of Clairemont, knows a thing or two about putting together a worthy set of Halloween decorations. For one, he's an electrician. For two, he's passionate about delivering for the neighborhood every year.Flashing lights, music, and animatronics make up Dobbins' yard on Channing Street."I get a lot of parents that thank me for putting on a large display. The children have a place to go to," Dobbins said.RELATED: 461

COLLEGE EAST (CNS) - A 19-year-old man who was trying to sell one vehicle in the College East neighborhood ended up having another one stolen. The victim was trying to show a car, in the 5100 block of East Falls View Drive, to two men and a female suspect around 4 p.m. Saturday, but it wouldn't start. So he got his red 2007 Honda Civic, in order to give the for-sale car a boost. He left the keys in the Civic, and one of the supposed prospective buyers jumped into the driver's seat and started pulling away. The teenage victim tried to prevent the theft-in-progress by standing in front of his Honda.``The suspect pointed a black gun at the victim causing him to move out of the way and let the suspect take the car,'' Officer Robert Heims of the San Diego Police Department said. The female suspect followed the Civic in a gray BMW, Heims said. Police advise that the Civic has California plates that read 6AWX155.Investigators say the man who pointed the gun was a Black man with a thin build, who stands about 5 feet 9' inches tall, weighs about 140 pounds, has short dreadlocks and a piercing under his eye.The suspects were last seen heading westbound on Montezuma Road.Anyone with information is encouraged to call San Diego Police Robbery Detectives at 619-531-2299 or Crime Stoppers at 888-580-8477. 1314

CINCINNATI — Linda Zgoda has been volunteering at Hamilton County polling places for more than 20 years. She said it's important to her."I feel like to have honest elections, you have to have good officials," Zgoda said. "I feel like it's a civic responsibility for people to work at the polls."She pays close attention to details."It was initially when we had the signature poll book that I became aware that my neighbor was still on the rolls," she said. "Then after it had been on for so long, I became curious about it."The curious thing, in this case, was the fact that her neighbor had been dead for 14 years."I'm concerned that by someone being on the rolls, someone could improperly vote in their name," Zgoda said. She contacted the Hamilton County Board of Elections and was told a family member needed to turn in her neighbor's death certificate to have that person removed."Since this has been brought to our attention, we did more research, and we've been able to obtain some more identifying information, and that person has now been canceled," Hamilton County Board of Elections director Sherry Poland said.Poland said the state and county usually do a more thorough job of removing deceased voters from the rolls, but this time was different."We did receive a deceased Ohioans report at that time (in 2004), and (it) included his name but didn't include his address," Poland said. "The report did have a date of birth, but we didn't have a date of birth on file."Poland said her office has about 790 Hamilton County voters who don't have their date of birth or identification on file because those people registered at a time when they didn't have to give that information. When asked if there might be more deceased voters on the rolls that the state might have missed, Poland said that she thought it was highly unlikely because more identifying information is required from voters now.She said that no one tried to vote under the name of Linda Zgoda's deceased neighbor in the time that it had incorrectly been listed on the rolls. The Hamilton County Board of Elections is working to get more identifying information from all voters in the county, she added. 2198

Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly. In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Sometime in the next week or so, [probably] at the last minute on Dec. 10, Congress will pass a budget bill and then go home.”Editor's Note: A previous version of this article incorrectly identified Howard Gleckman as Harold. Cyber Monday shoppers may also want to consider refurbished gifts.Monday, U.S. PIRG released its “Fixed for the Holidays” update. It found the variety has expanded greatly since the last report two years ago. There are options like refurbished smartphones, vacuums or professional cameras.“The deals and the quality have gotten a lot better, and in fact some of the refurbishers have told us that they've seen a significant increase in their operations over the course of the pandemic,” said Nathan Proctor, Director of U.S. PIRG's Right to Repair campaign.Refurbished products can be a great alternative for new devices that are hard to find amid manufacturing disruptions caused by the pandemic. Plus, the savings can be significant. Most of the time, they’re even better than the discounts on Black Friday.Buying refurbished is also a green option because it cuts waste. Many of the big retailers do their own refurbishing. There's also certain websites U.S. PIRG recommends, like The Store, Back Market, and Gazelle. They have extensive quality checks and great coverage options.“We recommend some of the retailers we do because the warranties are so good. I mean you can get a product with a longer warranty from the refurbisher than the new equipment manufacturer provided,” said Proctor. When shopping refurbished, learn how the site differentiates its products. Then, decide what balance you're looking for. Some products may be less expensive but have more cosmetic issues like scratches and dings. Others were returned without ever being opened.Look for brands with a reputation for higher quality.A good rule of thumb is if it was cheaper when it was new, it's higher risk as refurbished. 1703
