SAN DIEGO (CNS) - The Mexican government issued a statement Sunday expressing regret over Friday's shooting death of one of its citizens by a U.S. Border Patrol agent near the U.S. port of entry in San Ysidro.The office of the Consulate General of Mexico in San Diego said it issued the statement on behalf of the Mexican government."The Mexican government regrets the use of lethal force against a Mexican national and will follow up on his death at the hands of federal immigration authorities," the statement said.San Diego homicide detectives are investigating the shooting, which occurred close to the international border near the Las Americas Premium Outlets mall on Camino De La Plaza at 5:45 p.m. Friday, according to Aaron Heitke, chief patrol agent of the Border Patrol's San Diego Sector.Paramedics pronounced the suspect dead at 6:25 p.m., Heitke said.RELATED:Man shot, killed by Border Patrol agent near Las Americas Premium OutletsBorder Patrol says Mexican national shot to death was trying to enter U.S. illegallyThe man was involved in an altercation with the agent on federal property, but it was unclear what prompted it, Lt. Andra Brown of the San Diego Police Department told reporters at the scene."During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national," Heitke said."Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived," Heitke said.The statement from the Consulate General of Mexico in San Diego said it "has taken action to guarantee due process in this case, in light of the fact that the family members of the victim have not been located as of today."The consulate said the San Diego Police Department will be in charge of the investigation, "even though the agents responsible for this incident are Border Patrol officers.""In an unfortunate coincidence, this incident follows another one reported on October 19, in which Mexican national Jose Alfredo Castro Gutierrez lost his life in an altercation with San Diego police officers," the consulate said. "The Mexican government, through the Consulate General of Mexico in San Diego, is following both cases closely and has requested local authorities to conduct (expeditious,) impartial and transparent investigations to establish the facts and determine where responsibilities lie.""Based on this information, the Mexican Ministry of Foreign Affairs will determine the diplomatic and legal measures to be undertaken in defense of our Mexican nationals," the statement said. "The Ministry of Foreign Affairs deeply regrets the death of the Mexican national and reiterates its absolute commitment to the defense and protection of Mexican nationals abroad."Brown, of the SDPD, said Saturday, "As with any officer or agent- involved shooting that occurs in the city of San Diego, the San Diego Police Homicide Unit was called to the scene to conduct the investigation. It is still early in the investigation, but preliminary information is that the male, a Mexican national, attempted to enter the United States illegally and was confronted by a Border Patrol agent."Brown said the man fought with the agent, who received minor injuries during the incident."The agent fired his duty weapon, striking the male once in the torso," Brown said.The man has been identified, but his name was not immediately released. Neither was the Border Patrol agent's name immediately released."The investigation and review process for an agent-involved shooting are extremely thorough," Brown said. "The U.S. Border Patrol is cooperating with the investigation."When the homicide unit completes their independent investigation, it will be reviewed by the U.S. Attorney's office, Brown said."Customs and Border Protection will continue to fully cooperate with this ongoing investigation," Heitke said. "The specifics of this incident have been shared with the Federal Bureau of Investigation and the Department of Homeland Security, office of the inspector general, along with the Office of Professional Responsibility." 4172

The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793

SAN DIEGO (CNS) - The historic Hotel del Coronado is reopening Friday, ending the first closure in the hotel's 132-year history.The famous red-roofed hotel on Coronado Island's Orange Avenue closed with other hotels in late March as the COVID-19 pandemic reached San Diego.Hotels have started to reopen in June, following state and county public health guidelines. The Hotel del Coronado, a major tourist attraction, will reopen with limited amenities and reduced occupancy.Hotel del Coronado General Manager Harold Rapoza told 10News guests and hotel staff can expect to feel safe and comfortable after numerous modifications."We disinfect all the high-touch areas, including the light switches, remote control, door handles. We sanitize the entire room, and then we put a seal on the outside of the door so when guests do check in, they know that no one has accessed the room. They are the first person to access the room since it was cleaned and disinfected," Rapoza said.Rapoza added face coverings/masks will be required for all hotel staff and guests while in public areas. He also said there will be sanitation stands and cleaning wipes around the resort.Rapoza said as soon as they learned the hotel would be allowed to reopen, staff worked "fast and furious" to meet new health and safety guidelines."This is a very busy resort in the summer. There's a lot of foot traffic and we wanted to make sure we could manage through the guidelines. We want everyone to come and enjoy the Del and see the Del this summer. We're excited to show them our new amenities and our new protocols," he told 10News.The luxury villas the Beach Village at The Del will also open Friday. The hotel's main pool and Cabana guestrooms will remain closed until at least July 19 until upgrades are completed.Until the pool reopens, hotel management said guests will be able to borrow sand chairs for the beach and umbrellas for free. Guests will also get a daily dining credit and discounted self-parking.The hotel plans to premiere its Sun Deck, ENO Market & Pizzeria and Babcock & Story Bar in early August."I think people are excited. I mean, this is a great time of year for Coronado and for the town. The weather's great and our beaches are amazing, and I think people are going to enjoy it," Rapoza said.Hotel del Coronado opened in February 1888 and quickly gained a reputation as a celebrity getaway. SAN DIEGO (CNS) - The San Diego Planning Commission Thursday recommended approval of Riverwalk San Diego project, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.The proposal will head to the San Diego City Council on Nov. 17. According to Hines, if it is approved, the company plans to break ground during the second half of 2021.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines.The planning commission recommended approval by a vote of five in favor, with one abstention and one commissioner absent. 1774

  

SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. "As part of this community, we understand the importance of violence prevention whenever possible, and de- escalation techniques are the best way to get there."The association included the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3867
