(KGTV) — U.S. Marines from Camp Pendleton joined troops at the U.S.-Mexico border in San Ysidro Thursday ahead of the potential arrival of a migrant caravan.About 1,100 Marines were deployed in support of U.S. Customs and Border Protection, according to 2nd Lt. Fredrick D. Walker, public affairs officer for Special Purpose Marine Ground Force Task 7.Specifically, Marines were working alongside 93rd Military Police Battalion soldiers from Fort Bliss, Texas, to harden fencing in the area to "make it less scalable," Walker said.10News live video from the border:The deployment is part of a larger effort to place troops at the southern U.S. border ahead of the expected arrival of a migrant caravan from Honduras. The operation was originally dubbed "Faithful Patriot," though that name has since been dropped.According to the Pentagon, there are currently 1,300 active-duty troops deployed to California in support of border operations. Overall, 5,600 active-duty troops have been deployed to California, Texas, and Arizona.Camp Pendleton and Miramar Air Station were expected to house troops in support of the border operations. SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042

SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

  

SANTA ANA (CNS) - Two more people in Orange County have tested positive locally for the novel coronavirus, health officials said today, but federal test results are still pending to confirm the diagnoses.According to the Orange County Health Care Agency, the cases are a man in his 60s and a woman in her 30s who had recently traveled to countries with widespread outbreaks of what is officially known as COVID-19. The pair tested positive in Orange County, but test results were sent to the U.S.Centers for Disease Control and Prevention to confirm the results. "The more you look for something, the more likely you are to find it," said Dr. Nichole Quick, the county's health officer. "Now that our Public Health Laboratory is able to perform COVID-19 testing, we expect to see more cases here in Orange County. Our residents should take everyday precautions to prevent the spread of respiratory illnesses like covering your coughs and sneezes, avoiding touching your face, and washing your hands frequently."Another person in the county who contracted the virus earlier this year has fully recovered.The news comes as organizers of the second biggest annual convention in Anaheim announced the postponement of the event due to concerns over the virus. Natural Products Expo West officials plan to discuss a new date for the convention in Anaheim later this year.There have been nine deaths from coronavirus in the United States, in Washington state.
