BEIJING, Sept. 26 (Xinhua) -- Nobel laureates on Monday cast doubt on a European experiment that purportedly demonstrated the ability of neutrinos to move faster than the speed of light.They made the remarks in Beijing prior to a forum for Nobel laureates."I'm willing to bet money that it's not correct," said Professor George Smoot III, winner of the 2006 Nobel Prize in Physics and a professor at University of California, Berkeley, referring to an experiment result claiming that particles apparently travel faster than light.The experiment reported an anomaly in the flight time of neutrinos, or electrically neutral subatomic particles, from the European Center for Nuclear Research (CERN) in Switzerland to a laboratory located 730 kilometers away in Italy.Particles were clocked transmitting at a speed of 300,006 kilometers per second, about 60 nanoseconds faster than the speed of light.Smoot said that the claims "did not make sense" and should be verified by other scientists first."There are many distortions in physics. You have to have a very high standard to see if something is truly correct," he said.The unverified findings were published on Sept. 22 in the scientific journal Nature. European researchers working in a team called OPERA (Oscillation Project with Emulsion-Racking Apparatus) projected masses of neutrinos from CERN and then collected the particles using a massive detector in Gran Sasso, south of Rome.Other scientists, as well as the OPERA team themselves, have voiced doubts regarding the experiment's results.The findings, CERN claims, could pose far-reaching potential consequences once verified.If correct, the results would bring Einstein's theory of special relativity into question. Under this theory, a physical object cannot travel faster than the speed of light in a vacuum."If really it is right, we have to rethink everything we know," said Chris Llewellyn Smith, former director of CERN.Smith claimed the unprecedented discovery was too exceptional to find proof."If somebody makes a very exceptional claim, then very exceptional proof would need to come from another experiment, saying the same thing. But we don't have the other thing," Smith said.Carlos Rubbia, a Nobel Laureate who won the prize for physics in 1984, is in charge of a team of more than 100 scientists at CERN."What it is pretending to find, in my view, is unbelievably surprising," Rubbia said."Frankly, I have the feeling that this is still a very experimental consideration," Rubbia said.He also believes that revealing the findings to the public was a mistake as it remained an experimental process and no conclusion could be drawn without the results of another experiment.Despite the possibility of verification, Einstein's special theory of relativity will remain valid."I will be very, very surprised that, at last, Einstein will not be the winner," Rubbia said.To achieve a breakthrough, Rubbia has urged for more joint cooperation on verifying the test results. We provide health care to all who need it."This new plan, which was formulated by a Global Task Team of more than 30 governments and 50 international and national organizations, aims to bring the number of new HIV infections in children to zero by the middle of the decade and help their mothers survive.The launch of Countdown to Zero came on the sidelines of the UN High-Level Meeting on AIDS, which runs from June 8-10, and has been an opportunity for participants to take stock of gains made in combating the disease and to agree on a declaration that will direct the actions of member states to prevent and treat HIV/AIDS over the next five years.Ban told the audience at the launch that history has proven that it is possible to make great strides in fighting HIV/AIDS, with the right amount of effort and coordination."Let us not forget that some regions have nearly achieved no new infections from mother to child," he said. "If we push hard, as we have committed today, with your continued help and with the will to do what is right for the world, we can spread this success to mothers everywhere."According to the Joint UN Program on HIV/AIDS (UNAIDS), the rate of HIV/AIDS transmission from mother to child was been reduced by 26 percent from 2001 to 2009.Former U.S. President Bill Clinton, who spoke at the launch, said that he believes the time to eliminate HIV/AIDS in children is at hand."We are here because we all recognize that the time has finally come to end pediatric AIDS worldwide and we believe we can do it," he said. "Just 22 countries account for 90 percent of those pediatric infections."He said that there are not only moral reasons for wealthier countries to help these nations by investing in their HIV/AIDS responses, but that by doing so they increase their soft power -- influence that utilizes non-coercive measures."I think its important in a world where no one wants to look weak and the military justifiably has a claim on all of our budgets, we not forget that what my secretary-of-state often refers to as soft power issues, they have a bigger impact on our long term security," Clinton said. "I think that accounts in no small measure for the presence of leaders of global corporations here at this meeting today, they know this as well."Collaboration and close coordination of responses to HIV/AIDS, Clinton said, is also essential."There are still too many places where HIV and maternal and child health groups work completely separately," he said. "That dramatically reduces the likelihood that mothers are their babies will receive the full range of care. We simply have to all work together, both within governments and all of those who are trying to help to ensure that mothers get the drugs they should and that their babies are born without the virus."Clinton said that Goodluck Jonathan, president of Nigeria, who gave a statement at the launch as well, is an excellent example of the "strong political leadership and personal commitment" necessary to defeat HIV/AIDS and reach to goals set by the Countdown to Zero plan.In his speech, Jonathan said that Africa is has banded together through the Abuja Declaration, adopted in 2001, which turned attention and resources towards public health problems on the continent, particularly HIV/AIDS."That declaration was to make African countries spend at least 15 percent of their budget on their health sector and a reasonable percentage of this would be geared towards HIV prevention and control," he said.Budgeting shortfalls for fighting HIV/AIDS in Africa must be accounted for, Jonathan said, as African countries must not rely solely on donors to fund their responses."I intend to explore in the coming months in collaboration with colleagues in sub-Saharan Africa an effective and creative funding mechanism to ensure ownership and long terms sustainability of the HIV and AIDS response in Africa," he said.

BEIJING, Sept. 1 (Xinhua) -- Medicine prices at public clinics have been notably reduced thanks to a policy that promotes basic medicine, an office of the State Council said Thursday.Current price levels of basic medicine used by government-funded township hospitals and community clinics have been reduced an average of 25 percent from the levels two years ago when the policy started, according to a statement from the State Council office in charge of reforming the country's healthcare program.China has introduced a state list of basic medicine used by government-funded township hospitals and community clinics, which includes roughly 300 types of commonly-used Western and traditional Chinese medicine.Provincial governments will purchase basic medicine through public bidding and distribute them to local clinics.These clinics must not raise the prices of listed medicine and in return, the government will provide them with subsidies.The policy has been implemented at all township and community clinics in all the 31 provinces, municipalities and autonomous regions in the Chinese mainland, the statement said. 

SAN FRANCISCO, June 14 (Xinhua) -- Google on Tuesday unveiled voice search for desktop computers and search-by-image, two new features allowing users to speak their search into the computer and search with the help of images.Speaking at the Internet search giant's Inside Search Event in San Francisco, Mike Cohen, head of Google's speech technology efforts, said its voice search is now available in 27 languages and dialects, an estimated coverage of around 5 billion people or two-thirds of world population.Voice search has already been available in Google's mobile search application from 2008. Adding the feature to desktops is part of Google's strategy to bring mobile innovations to its desktop search.The voice search on desktop performs similarly to voice search on smartphones -- users can click the microphone button and speak the query. It is only available via Google's Chrome browser for now.Cohen noted that the volume of Google mobile speech inputs has increased by six times in the last year.Also at the event, Google introduced search-by-image, which enables users to drag-and-drop, copy-and-paste image URL, or upload the image from the desktop into the search box. They can also use a Chrome or FireFox software extension to add images to the search.Google said the search-by-image feature will be available in most countries and regions over the next few days to Chrome users, noting that it will not collect and store any images that users use.

SUVA, Sept. 21 (Xinhua) -- The Secretariat of the Pacific Community (SPC) stressed on Wednesday that sustainable use and management of forests and tree resources will remain its important focus for the foreseeable future.Sairusi Bulai, a forestry team coordinator of SPC's Land Resources Division (LRD) told a regional workshop currently underway in Fiji's western tourist city of Nadi that "our main issue was and continues to be the lack of adequate resources to enable countries to effectively implement sustainable forest management.""Therefore, we are very fortunate that we have this opportunity to discuss findings and recommendations of the mission, which the UN-REDD Program has undertaken in the Pacific earlier this year," he added.REDD+ is a new international mechanism to compensate developing countries for reducing their rate of deforestation and forest degradation and increasing their carbon stocks.Developing countries participate on a voluntary basis. They provide technical and financial assistance to enable eligible countries to meet the requirements for future participation. Once a country begins participating, it receives compensation for its verified reduction in carbon emission from forest activities.The UN-REDD Program is a collaborative partnership of the United Nations Development Program (UNDP), the United Nations Environment Program (UNEP) and the Food and Agriculture Organization (FAO) to support countries in the preparation of this mechanism.Bulai encouraged participants to take advantage of the excellent opportunity to discuss REDD+ experiences in the region and to link up with the experts in attendance.REDD+ gives an excellent opportunity to create better awareness and understanding amongst all stakeholders, including resource owners, so that informed decisions are made to avoid exploitation, he said.Bulai, meanwhile, stressed on the critical importance of multi- sectoral as well as multi-stakeholder based approaches to forest management to effectively reduce deforestation and forest degradation.
