Arizona Gov. Doug Ducey ordered bars, gyms, movie theaters, water parks, and tubing operators to close for at least 30 days on Monday, following weeks of steady increases in positive COVID-19 test results in the state.The order, which goes into effect Monday at 8 p.m. and lasts through at least July 27, comes a week after he issued a strong warning to bars and nightclubs, specifically in Scottsdale, that were not adhering to their social distancing requirements.Ducey also limited mass gatherings to no more than 50 people ahead of the Fourth of July holiday weekend and delayed the start of school in the fall.In terms of bars, the order describes them as businesses with Series 6 or 7 liquor licenses "whose primary business is the sale or dispensing of alcoholic beverages." Those businesses can remain open for pick up, delivery, or drive-thru, the order states.Restaurants can remain open for both in-person dining, as well as takeout, delivery, and carry-out, Ducey said, but reminded them to follow the requirements he issued last week.In order for bars, water parks, tubing companies, and indoor gyms to reopen, they will have to "attest to adhere to all public health regulations, and post it for the public to see." Enforcement will be led by local health officials and authorities, Ducey said.Restaurant dining rooms, some bars, nightclubs, attractions, and movie theaters were given the OK to reopen six weeks ago when Arizona's stay-at-home orders were lifted in mid-May, in coordination with the White House's phased-in gating criteria.Reopening guidelines were issued to restaurants and businesses, including recommendations to reduce capacity and occupancy, increase cleaning, and to consider testing employees. However, enforcement of those recommendations was mostly left to the individual restaurants.On June 17, Ducey issued another executive order turning those recommendations into requirements.In recent weeks, Arizona has seen a significant increase in positive COVID-19 cases. As of Monday, there have been 74,533 positive cases and 1,588 COVID-19 deaths, according to the Arizona Department of Health Services.Over 670,000 tests have been tested, per AZDHS' online data dashboard.Some businesses and restaurants have also voluntarily closed or decided to return to carryout/takeout because of potential COVID-19 exposures and the uptick in cases. Employees at some restaurants have also reportedly tested positive for coronavirus.Last week during his weekly press conference, Ducey said "bad actors would be held accountable," and called out eight popular bars and nightclubs in Scottsdale for not following social distancing.Riot House, which was one of those nightclubs listed, was charged by Scottsdale officials with a misdemeanor chargethat, if convicted, potentially carries a ,500 fine. But those are things many people already use.In terms of saving versus paying down debt now, experts say to save.“That's really critical. No one knows what’s going to happen down the road in terms of jobs or income, so having some money put away will help you sleep at night,” said McBride.Just to give you an idea, you could make by saving around ,000 a year at 3% interest rate, which a rewards account might pay.That’s compared to just 60 cents in an average savings account, which only has about a .06% interest rate. 1556

As Congress mulls over the possibility of another stimulus package, and the idea of including a second wave of stimulus checks in it, the House Ways and Means Committee estimates 30 to 35 million Americans are still waiting on their stimulus money from the CARES Act.“Let’s make sure that we don’t lose focus on the people who didn’t get a payment from the first branch,” said Bob Probasco.Probasco is a CPA and the director of the Low Income Tax Clinic at Texas A&M University. He has followed activity with stimulus checks since they started going out in April, in particular, all of the issues the IRS has had in getting the money into taxpayers’ hands.“There are just a number of different problems,” said Probasco. "People had old bank account information on their tax returns, and then, they changed their bank account, but the IRS doesn’t have the new one. The payment went to the bank, it will have to be returned and then a paper check will go out.”The IRS attempted to speed payments up in May by sending out prepaid debit cards to 4 million people, but the debit cards were not as helpful as anticipated and resulted in the IRS continuing to distribute paper checks for the remaining payments.“There were big problems with that,” Probasco explained. “We saw tax representatives, CPAs, lawyers, who people came to and said, ‘I got this’ and they weren’t sure that was legitimate.”The debit cards were sent in barely-marked envelopes that caused so many to think they were fake. So, the IRS had to issue a press release, reminding people that the “plain envelope from Money Network Cardholder Services” is not junk mail.In addition, the IRS had to issue guidance for those who destroyed or threw out their debit cards, asking them to call 1-800-240-8100. Anyone else who hasn’t received a debit card or stimulus check payment can go to the IRS’s Check My Payment feature on its website.“If you see on there that a payment was sent out, but you didn’t get the payment, there is a different number that you can call which is 1-800-919-9835,” Probasco said.The good news is the IRS expects to get all the stimulus payments out ahead of the initial September timeline, and a proposed second round of stimulus checks could go smoother.“There will be some improvements because the IRS has learned some lessons,” said Probasco. 2341

  

An 8-day-old infant was mauled to death by the family's dog on Wednesday in Lee County, Virginia, the county's sheriff confirmed to WJHL-TV. The infant girl was taken to three different hospitals before being pronounced dead at a hospital in Knoxville, Tennessee. The infant reportedly suffered traumatic injuries to her upper body. The dog is currently in the care of animal control. The county's sheriff office and social service department are both investigating Wednesday's incident. The girl has two other siblings.  554

  

ANAHEIM (CNS) - Orange County health officials are investigating 12 cases of Legionnaire's disease among people who traveled to, resided in, or worked in Anaheim during the month of September.  The discovery has led to the shutdown of two cooling towers at Disneyland, which nine of the 12 people visited during September.  "On October 27, 2017, when the Disneyland Park was identified as a common location of eight (8) cases, HCA contacted the Disney organization and set up site visits at the Park to assess potential sources. Since that time, HCA staff have visited Park properties and worked with Disney to identify potential sources of Legionella," said Jessica Good, spokeswoman for the Orange County Health Agency."On November 3, 2017, Disney reported to HCA that records provided by a contractor indicated that (as part of their quarterly, routine testing) elevated levels of Legionella had been identified in (two of 18) cooling towers on October 2, 2017 and treated/disinfected by the contractor on October 4, 2017. Neither Disney nor the contractor would have been aware of the human cases at that time."On November 1, 2017, Disney had the towers taken out of service. They report having performed subsequent testing and disinfection and brought the towers back into service November 5, 2017. Test results will not be known for approximately 10-14 days."Because of the existence of human illness and the inability to assure the cooling towers are clear of Legionella bacteria until test results are known, the County of Orange Health Officer issued a Health Officer's Order on 11/8/17 requiring that Disney take the towers out of service until they are verified to be free from contamination, at which time the Health Officer will lift the order Disney independently made the determination to take the towers out of operation on 11/7/17, after meeting with HCA staff but prior to the order."The 12 cases range in age from 52 to 94, Good said. Ten of the 12 were hospitalized and one person with additional health issues died. That person did not visit Disneyland, she said.There is no known ongoing risk associated with the outbreak, according to Good.Health agency officials say the disease is becoming more common, citing 55 reports of Legionella disease in Orange County through October 2017, compared with 53 for the entire year of 2016 and 33 in 2015.Officials say Legionella, at low levels, poses no threat to humans and is commonly found in human-made water systems. It becomes problematic when it is in large quantities, typically due to stagnant or improperly sanitized spas and water systems.When Legionella bacterial levels are high, it can be transmitted through inhalation of contaminated water vapor. Typical sources are improperly sanitized spas; indoor and outdoor fountains, showers, and cooling towers (which emit water vapor into the air) used as part of air conditioning systems in large spaces such as hospitals, hotels, entertainment venues, etc.Symptoms of legionellosis develop 2-10 days after exposure, and include fever, chills, cough, muscle aches, and headaches. Infected persons often have pneumonia and may need to be hospitalized. It is treated with antibiotics, which can improve symptoms and shorten the length of illness.Persons with legionellosis are not infectious; the infection is not spread from person to person.Those most at risk of getting sick from Legionella infection include people who are smokers, have chronic lung disease or weak immune systems, and people over the age of 65.   3561
