SAN DIEGO, Calif. (KGTV) - Realtors say all the signs point to a busy spring and summer in San Diego."It's heating up a little bit," says Markus Feldmann, with the Pacific Real Estate Center. "We see a very active market again."Home prices have come down from their record peak in August of 2018. That month, CoreLogic reported that San Diego's median home price was 3,000. "This way a seller is going to see who is the buyer and they may have a preference. They may prefer a family or a couple over an investor. He also says there are some simple ways to spruce up the house that will make it more attractive without costing too much money."Be aware of clutter and maybe move some furniture out of the house to make the rooms look bigger," he suggests. "Put a little investment into the front yard. Put some color in, put some flowers in, maybe use some bark to delineate the flower beds. Just improve on the general appeal of the house. Those small things can have a big payout."Feldmann says it's also crucial that sellers stay patient after they list a home."Let the property sit on the MLS for a few days, don't just accept the first offer that comes," he says. "Let it breathe like a good glass of wine. Many people also wore collars, like RBG. A memorial on the steps of the Superior Court grew, filled with signs, flowers and candles.“It’s shaken some folks and we just want to come together and share our strength because ultimately we believe there is strength in unity,” said Lesa Thode, secretary for Women’s March San Diego.Thode said they wanted to give people a place to grieve and remember RBG together. She added that there will be more memorials in the near future that will be more accommodating for the Jewish community, who are in the middle of Rosh Hashanah. One attendee of the vigil was Felicia Rawlins, co-founder of the group Encinitas for Equality.“Came down here to grieve our loss of RGB and take a moment to really feel the feels before we start taking action,” said Rawlins.Many other attendees echoed the need to process, then use the legacy of Ruth Bader Ginsburg to continue forward with the change she started. 1359

SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO —An elderly woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. The estimated street value of the heroin is over 0,000.The woman was arrested and turned over to Homeland Security Investigations agents for further processing and CBP officers seized the vehicle.  1199
