SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. BEIJING, Jan. 26 (Xinhua) -- There is some part of China that could use additional water -- the drought-hit north, even while the central government is grappling to soak up excess liquidity to contain price hikes.The dry spell has continued for months in the grain production regions in northern China, setting off concerns that it might threaten China's grain output and thus cause food price hikes, a major contributor of the country's inflation in recent months.The bad weather came and may aggravate China's battle on price hikes, including higher interest rates and reserve ratios. The government also introduced price caps and promised increases in supplies to stabilize prices.Meteorological and agricultural experts said it is still too soon to predict a decline in grain output. However, they worried that if the drought continues into the spring, grain output will fall and push up food prices.DRY SPELLWater shortages have been gripping nine provinces since October last year, including the six major wheat producing regions in China -- Shanxi, Shandong, Hebei, Henan, Anhui and Jiangsu -- which contribute more than 80 percent of the country's total wheat output.Further, rainfall in the six provinces averaged only 40.2 millimeters since October last year, down 53 percent compared with previous years, according to the National Climate Center.As of Monday, 60.39 million mu (4.02 million hectares) of crops throughout the nation were plagued by drought, according to the latest statistics from the Office of State Flood Control and Drought Relief Headquarters."There have been no rains for four months. DAVOS, Switzerland, Jan. 29 (Xinhua) -- China is ready to push the decade-long Doha Round negotiations for a final success, Chinese Minister of Commerce Chen Deming said here on Saturday.Speaking at the World Trade Organization (WTO) Mini-Ministerial Meeting which brought together representatives from over 20 major trading powers, Chen said that China is ready to collaborate with other WTO members in a practical and proactive manner so as to draw a successful conclusion of the Doha Round talks by the end of 2011.A rapid conclusion of the negotiations, Chen said, will be beneficial to global economic recovery, which is to the interest of all.The commerce minister acknowledged the year 2011 as a "window of opportunity," albeit a narrow one."China will give support to the roadmap proposed by WTO Director-General Pascal Lamy," he said, adding that the country is willing to act vigorously to push forward the negotiation process.To ensure that an early final deal could be in reach, Chen said, parties should set goals in a practical manner, in accordance with the ambition level, and stick to what has been achieved as well as the Doha Development Agenda (DDA), while focusing primarily on pending issues.Held on the sidelines of the annual World Economic Forum, the WTO Mini-Ministerial Meeting is an annual event under the auspices of the Swiss Federal Government.Chen on Friday also joined discussions with his counterparts from the emerging club -- India, Brazil and South Africa, before attending the trade G7 meeting, consisting of Australia, Brazil, China, the European Union, India, Japan and the United States.

BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

BEIJING, April 12 (Xinhuanet) -- A new research indicats taking vitamin D could ward off vision loss from age-related macular degeneration (AMD) in women younger than 75, according to media reports on Tuesday.In the research, women under 75 who consumed sufficient vitamin D cut their risk of developing early age-related AMD, a leading cause of vision loss and blindness, by 59 percent when compared to women with vitamin D-poor diets.Researchers found that vitamin D levels among patients in the study were most affected by the amount of vitamin D they consumed, through certain fish, dairy, eggs, and leafy greens, not by the amount of outdoor exposure they had. Considering many Americans are actually deficient in vitamin D, this study may offer one more reason for women to include vitamin D-rich foods in the diet, said the lead author on the study, Amy Millen of the University of Buffalo.
