The law required the administration to identify entities that conduct significant business with the Russian defense and intelligence sectors.The administration missed both by several weeks, claiming necessary work was underway at the State and Treasury Departments to complete the lists.The delay was seen as sign of Trump's unwillingness to punish Russia for its meddling, which he has downplayed in the past. The St. Louis Police Department is investigating one of their own after he issued a ticket to a man who honked at him.According to an interview in the Riverfront Times, Scott Smith was on his way back to work when he honked at a car stopped at a green light. Video shot by the driver and given to the RFT shows a very tense interaction.The car was an unmarked police car. When pulled over, Smith says "seriously?"The officer than replies "Seriously, is your horn stuck?" to which Smith replies "Is your brake stuck?"That's when the officer cusses at the driver asking again "Is your f-ing horn stuck?"He demands to see his driver's license.Smith says he will, but asks for what."I'll tell you what, you can either show your driver's license or you'll get a ticket and I'll tow your car and lock you up," said the officer.Once again Smith asks why he's been pulled over and the officer says it is for a traffic violation."For honking at someone who's stopped at a green light?" Smith asks. He then calls the situation "f-ing ridiculous." "Well you know what? Maybe you shouldn't be a f-ing a-hole," the officer responds.The officer issued the driver a ticket, but the city counselor's office reportedly will not prosecute it, saying they do not believe it should be pursued."The Department has launched an Internal Affairs investigation into the incident you are inquiring about. The United Kingdom says it will be the first to conduct COVID-19 vaccine human challenge trials.It's different than other vaccine studies. People will be deliberately infected with the virus, which speeds up the research process.Pending approval, the process will start in January at a London hospital. It will require about 90 healthy young adults between the ages of 18 and 30.The group 1 Day Sooner has recruited from all over the world, including 3,000 Britons.“If the vaccine works, then ideally, people don't get infected and if people do, then they will be closely monitored and treated, but because these are young and healthy people taking part in the trial, I think, researchers feel comfortable doing so because the risks of death are on par with something like kidney donation for people who are young and healthy,” said Abie Rohrig with 1 Day Sooner.Before researchers test the vaccine, they'll do a characterization study. That's where volunteers are infected by getting a vaccine to determine the right amount of virus to give during the trial.Because of the risk, 1 Day Sooner is advocating for the entire process to be made public.Results could come in May. Even though that's likely after other COVID-19 vaccines are licensed, it's still important because we need billions of doses and because of the unique data human challenge trials provide.“Researchers can understand how the virus works in the human body. They can understand the biological markers of immunity. The U.S. Marine Corps says it has lifted a "shelter-in-place" order at the Air Ground Combat Center (AGCC) in Twentynine Palms, California following earlier reports of an "active shooter."According to a statement from the Marines, the order was enacted when an "individual" suffered a self-inflicted gunshot wound on the base at about 8:30 a.m. PT. No other injuries were reported. The person who fired the gun has been transported to a local medical center for treatment.The Marines say they are investigating.Shortly after 8:30 a.m., the Marines tweeted that they were "aware of reports" of an active shooter at the AGCC. Later, both KESQ-TV in Palm Springs, California and KTTV-TV in Los Angeles reported — citing a base spokesperson — that a suspect had been taken into custody and that there were no reports of injuries.
