San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. They could kill the bill if they think it will cost the state too much. 1653

SAN DIEGO COUNTY, Calif. (KGTV)— With precipitation numbers up, participation numbers were down for outdoor events around San Diego County. But many who chose to endure the rain said it was worth the extra splash. It’s a rare sight in the heart of San Diego: kids sledding on a giant snowy hill at Montgomery Waller Park. For the Murillo family, it’s an annual tradition. “We go to see Santa Claus, we go to the little stores that they have there, and we come to sled down for a little bit,” mother Diane Murillo said. She and her children were bundled up while having fun at San Diego Snow Day. But this year, Murillo noticed that the crowds were much smaller. “It’s a lot smaller. It’s empty today. There’s actually parking,” Murillo laughed. She said the steady rain discouraged many folks from showing up. The City of San Diego even had to cancel Santa Claus’ helicopter fly-over of the park, due to inclement weather. Murillo also noticed that the snowy hill was very sludgy, and only about half its normal length. But by the looks of the children, the event was still worth it. Meanwhile, in the South Bay, there was a tent full of Christmas-themed games. From Candy Cane trees, ring tosses, to face paint, families enjoyed the free entertainment at the Chula Vista Children’s Faire. “It helps, because that way, we’re not getting wet while they are getting their stuff done and doing the activities. So it’s nice,” mother Felice Navarro said. Her neighbor invited her and her children to join them at the fair this year. The kids also had an option to splash around if they wanted, as they ran through an obstacle course as Chula Vista junior firefighters. Fun was not just reserved for children. Up at Liberty Station, hundreds of people waited in line to join the San Diego BBQ and Beer festival. 25-year-old Victoria Ransom was not going to let the rain dampen her birthday celebration. “We wanted to be able to double fist if that was a possibility. Hands-free rain protection,” Ransom joked. She said she bought eight rainbow-colored umbrella hats online, the moment she found out about the weather. “You drink, you eat, it’s great,” Ransom said. “I got a nice pour because it’s my birthday, and we’re having a great time.” 2243

SAN FRANCISCO (AP) — Firefighters in California are racing to slow the spread of wildfires that burned nearly one million acres in a week and destroyed hundreds of homes. The fires have killed five people, torched nearly 700 homes and other structures and forced tens of thousands from their houses. Light winds, cooler nighttime weather helped fire crews make a bit of progress on Saturday. But their efforts could be hurt by warm, dry weather, erratic wind gusts and lightning in the forecast. Firefighters are beginning to get help from other states and President Trump issued a major disaster declaration to provide federal assistance. But the state's top fire official warned “the worst is not behind us.” 718

SAN DIEGO (KGTV)— As the heat wave continues across San Diego County, businesses operating outside are forced to deal with another challenge during this pandemic. While the county has been removed from the state’s monitoring list, no guidance on reopening businesses has been provided, so many continue to work outside.“It’s super-hot,” said Elise Ha, owner of Master Hair & Nails in Ramona. By noon the temperature had reached over 100 degrees, causing discomfort for employees, and slowing down her business.“Not everybody can handle the heat,” she said “It’s brutal.”Ha said working in the heat is a new struggle businesses are facing, especially having to move equipment back and forth to set up outside every day.“I almost fainted because of the heat,” she said. “I can’t wait to back inside.”For now she's using wet towels to cool down and offering cold water to clients.ABC 10News spotted utility workers in Alpine using umbrellas to shield themselves from the scorching sun as temperatures continued to climb Tuesday. The high heat and humidity is making things uncomfortable across the county and the dry fuel causing concerns of fire danger, still some are managing to get by.“We still get a rush,” said Carlos Legaspi, a cook at Tapatio Mexican Grill in Alpine. “We get a lot of city workers and construction workers and stuff that come in for lunch.”Legaspi said the restaurant owners moved tables outdoors before it was required by the state as a safety precaution. While it may be uncomfortable currently, he said things have been running smoothly and the employees have adapted to the changes.“It’s super hot, it’s like 100 degrees right now,” he said before noon Tuesday. “People are kind of used to it now.”As the heat wave continues, SDG&E is urging everyone to limit energy use to avoid power outages. You can do your part by turning off unnecessary lights, precooling your home early in the day, and setting your thermostat to 78 degrees or higher in the afternoon. 1997
