SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer accepted a nine-figure loan from the U.S. Environmental Protection Agency Tuesday to help the city finance phase one of the Pure Water San Diego water recycling program.Faulconer joined EPA Acting Administrator Andrew Wheeler to formally claim the 4 million Water Infrastructure Finance and Innovation Act loan. SAN DIEGO (CNS) - Power was restored Saturday afternoon for more than 2,000 utilities customers in Mid City who were without electricity for more than five hours.2,216 customers in University Heights, North Park, Normal Heights, Kensington, Talmadge and the College Area lost power just after 10 a.m., according to San Diego Gas and Electric's online outage map.The blackout resulted from a problem with underground electrical equipment that crews were working to repair, according to SDGE spokesman Joe Britton.All customers had their power back on by about 3:50 p.m., Britton said. 591

SAN DIEGO (CNS) - The San Diego City Council is slated to vote next week on its intent to forward an initiative to the November ballot that would create an independent commission on police practices, which is available for review by the general public Thursday.The proposed Commission on Police Practices would review all deaths stemming from interactions with San Diego police, as well as all police shootings.Investigations into these matters would be conducted whether or not a complaint has been made against a particular officer or the department as a whole. Commission staff or contractors operating independently of the police department would conduct the investigations.(Read the proposed initiative text here)The commission may — but would not be required to — investigate complaints against officers not involving deaths or officer-related shootings, according to the proposed measure's language. The proposed body would have subpoena power to call witnesses or request records related to its investigations.The latest version of the proposed initiative, released Wednesday night, includes the addition of an appeals process for any officer the commission finds committed sustained incidences of misconduct. SAN DIEGO (CNS) -- The first woman to assume command of a U.S. nuclear-powered aircraft carrier has been assigned command of the San Diego-based USS Abraham Lincoln, the Navy announced Wednesday.Capt. Amy Bauernschmidt will lead one of the Navy's 11 nuclear-powered aircraft carriers, after previously serving as the ship's executive officer from September 2016 to January 2019.That post was also historic, as she was the first woman to serve as second-in-command aboard an aircraft carrier, according to the Navy.Bauernschmidt is slated to take command of USS Abraham Lincoln this summer."I am incredibly honored and humbled to be selected," she said of her assignment. ``I love leading sailors and I take that responsibility extremely seriously."The Milwaukee native was part of the first graduating class in which women were allowed to serve aboard combatant ships and aircraft when she graduated from the United States Naval Academy in May 1994.She was designated as a naval aviator in 1996 and has served with several helicopter squadrons throughout her career. 1074
