SAN DIEGO (KGTV) — San Diego Convention Center opened its doors Wednesday as a temporary shelter for homeless individuals during the coronavirus pandemic.Starting with groups from San Diego's bridge shelters, the center will house homeless individuals to help protect them from the coronavirus and continue providing them shelter. The plan is to move in 400 people Wednesday. Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) -- San Diego Padres outfielder Tommy Pham is expected to miss 4-6 weeks after breaking a bone in his left hand during the team’s loss at Arizona Sunday.Padres skipper Jayce Tingler confirmed Pham’s injury during an appearance Monday on MLB Network Radio.The injury happened during Pham’s ninth inning at-bat in Sunday’s game. The left fielder/DH fouled off a pitch and then immediately shook his left hand in apparent pain.Following a visit from the trainer, Pham exited the game, forcing the Padres to put Greg Garcia in to finish the at-bat in the eventual 5-4 loss. The Friars' loss was their fifth in a row.At the time of his injury, Pham was the tied for the MLB lead in stolen bases with six and among the league leaders in walks. SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread. SAN DIEGO (KGTV) — San Diegans now have even more problems they can report by the touch of a button.The city is continuing to add categories to its "Get it Done" smartphone app, which launched in 2016. The app originally allowed San Diegans to report stormwater and street issues, but currently has nine categories, including code enforcement, graffiti, and even passport appointments.The city says it gets 10,000 reports per month on the app.RELATED: San Diego battles illegally painted red curbsIn August, the city added features that allow people to report cars parked longer than 72 hours, illegal dumping, and HAZMAT related issues.
