From the middle of the Obama administration to the midpoint of the Trump presidency, household income grew the most in tech and entertainment centers like Austin, Texas; Nashville, Tennessee; and large chunks of the West Coast.Congressional districts that attract highly educated workers around areas like Denver and Charlotte, North Carolina, were among the communities that saw mean household income rise the most from 2013 to 2018, according to new figures released Thursday by the U.S. Census Bureau.Other congressional districts that had the highest household income growth were in or around Houston; Pittsburgh; Provo, Utah; parts of South Florida and the wealthy retirement haven of Sarasota, Florida.Most of the income growth in these areas came from wages, said Mark Vitner, a senior economist at Wells Fargo Securities.“Metro areas tied to technology have tended to perform best, although global gateways and energy markets had their moment in the sun earlier in the decade,” Vitner said.Household income grew more in Democratic-leaning districts than Republican ones, according to an Associated Press analysis of the data by congressional districts. Household income grew by an average of more than ,000 in Democratic-leaning congressional districts, compared to more than ,000 in Republican-leaning districts.What impact that has going into the 2020 elections remains to be seen, experts said.“Surely new evidence of income level rises in coastal and more highly educated districts relative to others plays to the Democrats’ strength,” said William Frey, a senior fellow at The Brookings Institution. “But it also makes clear they need to redouble their efforts to court non-college voters in less prosperous districts in the run-up to the 2020 election.”The greater income growth in Democratic-leaning districts likely had to do with the fact that they’re in cities where incomes tend to be higher, Vitner said.“Republican districts tend to be more rural and have lower wages,” he said.In some areas, the growth in household income was enormous. In House Speaker Nancy Pelosi’s district, located in San Francisco, the epicenter of the last decade’s tech boom, household income jumped by a third from almost 0,500 to more than 0,000.In other areas, income growth was significantly more modest.In the district that covers Huntington, West Virginia, average household income only went up 5% to about ,500. The area represented by Republican Rep. She finished college, earned a bachelor's degree to make herself marketable, and set out to find employment.Monica isn't alone. The National Employment Law Project says an estimated 70 million people, or one in three adults, have a prior arrest or conviction record. And while many exit prison ready to rejoin and contribute to their communities, they're often stopped by one little box. On an initial job application, many employers ask if applicants have been convicted of a felony. This forces many returning from incarceration to check yes, explain their conviction, or leave it blank. Advocates say that pesky box is leaving thousands of qualified workers on the shelf. Since 2004, a growing number of states have taken actions to get that box removed. The latest effort is happening in Maryland.Kimberly Haven says she was haunted knowing she'd have to check "yes" on her application for decades after completing her sentence. She's spent years advocating to get rid of that box, first successfully in Baltimore. The first version of the bill was passed in Baltimore City, and then several other counties adopted their own version. Now a statewide bill has made it to the capitol in Annapolis for consideration.Maryland Delegate Nick Mosby is pushing a statewide bill that would get rid of the box on the initial application. An employer can ask about a criminal history in the first interview but must wait to run a background check until a conditional offer has been made. He says it's just about getting employers to meet these applicants face-to-face.Certain jobs, like ones in law enforcement or one that would require you to work with minors, are excluded from the bill. Those who support it say it reduces recidivism and hits an untapped skilled resource. Put simply, they say it's a smart economic decision.But Cailey Locklair Tolle, who testified against the bill, says employers have a right to know up front whether the potential employee has a criminal history.A 2012 ruling at the Equal Employment Opportunities Commission said employers should only consider convictions directly related to a job and whether the applicant is likely to commit the same crime again. The EEOC made discrimination based on conviction records a violation of federal employment law. Maryland hopes to be the 12th state to pass the law mandating the box removal in both the public and private sectors. A federal bill has also been introduced in Congress. Kimberly says laws like these will make the difference to thousands of returning from incarceration every year. 2792

  

Five transgender members of the United States military testified in front of Congress on Wednesday, the first to do so publicly.Army Capt. Alivia Stehlik, Navy Lt. Cmdr. Blake Dremann, Army Capt. Jennifer Peace, Army Staff Sgt. Patricia King and Navy Petty Officer 3rd Class Akira Wyatt all testified in front of the House Armed Services Committee, according to the Washington Post.All five testified that they were able to do their jobs effectively after transitioning. Some testified that their fellow soldiers were comfortable with their transition, and their transition even allowed others to open up to them.“They talked to me and told me things they never would have before,” Stehlik said. “Things they said they’ve never told other people. I asked them why, and the consistent answer is that they valued my authenticity — my courage in being myself. It allowed them to do the same thing.”The Obama administration repealed a ban on transgender persons in the military in 2016, allowing active military members to serve openly as transgender for the first time in decades. But in 2017, President Trump abruptly changed the policy in a series of tweets. While a number of lawsuits have been filed and are ongoing, the Supreme Court recently ruled to lift an injunction in some cases, keeping the ban in place. The five military members testified that they all sought medical treatments as part of their transition that prevented them from deploying, but all said they were able to do so by taking personal leave in between deployments.Rep. Jackie Speier (D-California), who called the meeting, was among the representatives to file a bill that would allow transgender service members to serve openly earlier this month. GAITHERSBURG, Md. -- Under the fluorescent lights, inside a series of labs, researchers believe they may have cracked the code to create a vaccine for the new coronavirus, which has officially named COVID-19.“It’s rapidly evolving,” said Dr. Gregory Glenn, president of research and development at the Maryland-based company Novavax. “As a company, we are very invested in looking at how to protect people against infectious diseases.”Novavax is one of several pharmaceutical companies around the world, racing to develop a vaccine for the strain of the coronavirus, which recently emerged in Wuhan, China.“We have to puzzle-solve with vaccines,” Dr. Glenn said. “We think about: what do we want to have the immune response to target? Because that should block the infection and stop the illness and that’s the goal here.”He showed a three-dimensional computerized depiction of what the virus looks like.“The coronavirus – corona being ‘crown’ – has spikes,” he said. “Those spikes have a very important function. They let the virus bind to the human cell and then those spikes act as a syringe to inject genetic material into the human cell.”A vaccine would potentially stop that process, thereby protecting a person from the coronavirus.“We have the gene, we have the vaccine, we’re going to move it into animal testing shortly,” Dr. Glenn said. “Our goal is in late spring to be testing in humans.”It normally takes about 18 months to get human trials started on a vaccine. This shorter time frame is nothing new for the company; they developed an Ebola vaccine within 90 days ready for testing – but there’s a catch.It can take years for a vaccine to get approved, but under dire circumstances sometimes they can be used through something called “expanded access” or “compassionate use” – meaning, the vaccine can be used in humans, before it’s fully licensed.“That happened with Ebola – they didn’t have a licensed vaccine, but they were able to use it under ‘compassionate use,’ they developed evidence that it was working,” Dr. Glenn said.As for a fully approved coronavirus vaccine, experts say that would take longer.“A vaccine in a year would be record-setting time, but not in time to probably have much impact for this disease outbreak,” said Dr. Eric Toner with the Johns Hopkins Center for Health Security.However, if the coronavirus sticks around or comes back stronger in a second wave of the disease, Dr. Glenn said they want to be ready.“We know time is of the essence here,” he said.So far, approximately 73,000 people have been infected and more than 1,800 people have died from the most recent strain of the coronavirus. 2653
