CARLSBAD, Calif. (KGTV) -- A California Highway Patrol Officer who lost family members in a DUI crash is sharing his story with local students.Tuesday, students saw a graphic and emotional scene play out right before their eyes. Authorities hope it might make them think twice before drinking and driving.The mock DUI crash played out on the field at Sage Creek High School and it all looked very real. The aftermath of a drunk driving crash, fellow classmates injured or dead and one of their own eventually arrested for getting behind the wheel.For CHP Officer Mark Latulippe, the program, called Every 15 Minutes, takes on an ever greater meaning this year.A few months ago, his cousin Scott Latulippe, Scott’s wife and son were hit and killed by a suspected drunk driver in Austin, Texas. Scott was a well-known teacher at Valley Center High School.The message at the event Tuesday was lives forever changed because of drinking and driving. The sentiment was echoed by Officer Latulippe who says his family’s story, although tragic, is all too common.The program will continue at Sage Creek High School Wednesday with a mock funeral and presentation from Officer Latulippe. 1190

CAPE CORAL, Fla. — A golfer in Florida didn't exactly "play it as it lies," during a recent round, but he was able to get his ball back after it landed on the back of a large alligator.Kyle Downes of Cape Coral was golfing at Coral Oakes Golf Course when his ball ended up on the back of a large alligator that was sunning itself near a water hazard.While a friend recorded on his phone, Downes slowly approached the gator from behind and was able to snatch the ball before it slithered away into the water.Downes later shared the video of his encounter on Facebook and added that the animal wasn't harmed in any way.This story was originally published by WFTX in Fort Meyers, Florida. 693

CALIFORNIA — Thousands of San Diego residents are saving big by "buying nothing."It's just past 9 a.m. on a late November in Bay Ho and lots of pieces of bread, rolls and muffins are ready for taking. Becky Sloan is the first to arrive.The food is set up outside the home of Tomira Baca-Craig, who runs a food co-op that divvies out extra bread donated by bakeries and stores. On this morning, she posted the giveaway on her "Buy Nothing" Facebook group.It's not just bread. Sloan showed reporters with KGTV in San Diego photos of baseballs, crafting items, shoes for her children and home decor, just some of the stuff she's received in the last two years. All of the items were offered up by neighbors on the Bay Park/Bay Ho Buy Nothing page."I think I might have saved anywhere from ,500 to ,000," Sloan said.Sloan actually gifts more items than she receives."It's awesome. CAPE CORAL, Fla. -- Police arrested a Cape Coral man Sunday morning for taking target practice in his apartment after adjoining neighbors found bullet holes in their bedroom.61-year-old Ivan Bakh is charged with Shooting Into a Dwelling, and Reckless Discharge of Firearm in Public/Private Place.According to Cape Coral Police, neighbors reported being woken up by a loud bang and found a large hole in their headboard, right over their heads.Further investigation also found bullet holes into the opposite wall and in the far wall of the adjacent living room.Police contacted the next door neighbor, Bakh, in the apartment building located in the 3400 block of Skyline Boulevard.  Officers located the room opposite the neighbor's bedroom, which contained a large thick book against the wall with a red circle drawn on it.  The book appeared to be used as a target, and had been penetrated by three rounds.A 9mm casing was located in the hallway between the bathroom and the bedroom of Bakh's residence. Also located inside the home was a safe containing a 9mm Glock. The rounds located inside the magazine of the Glock handgun were a match to the 9mm spent casing located on the ground inside the residence. Bakh was arrested and transported to the Lee County Jail. 1305

California regulators are considering a plan to charge a fee for text messaging on mobile phones to help fund programs that make phone service accessible to the poor.The California Public Utilities Commission (CPUC) is set to consider the proposal in a vote scheduled for next month, according to The Mercury News.It's not clear how much mobile phone users would be asked to pay under the proposal, but it would likely be billed as a flat surcharge, not a per-text fee, according to the paper.And wireless industry and business groups are not "LOLing." The groups are reportedly already trying to defeat the proposal before it makes its way to the commission.“It’s a dumb idea,” Jim Wunderman, president of the Bay Area Council business-sponsored advocacy group, told the Mercury News. “This is how conversations take place in this day and age, and it’s almost like saying there should be a tax on the conversations we have.”The new surcharges could generate a total of about .5 million a year, according to business groups.The same groups warned that under the proposal's language, the charge could be retroactively be applied for five years, totaling more than 0 million for consumers, the paper reported.Click here for a look at the proposal.The proposal argues that the state's Public Purpose Program budget has increased from 0 million in 2011 to 8 million in 2016, while revenues funding the program from the telecommunications industry saw a "steady decline" from .5 billion in 2011 to .3 billion in 2017.The report calls this "is unsustainable over time."In a statement to the Associated Press, CPUC spokeswoman Constance Gordon said, "from a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services." 1849
