Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) — San Diego Gas & Electric says rolling outages are likely to continue through the weekend and into next week, but that the situation remains very fluid.The California Independent System Operator (CA ISO), which manages the state's power grid, has advised the utility that it's likely more outages will be necessary, especially on Monday and Tuesday, as a lingering heat wave continues its grip on the state.However, just as quickly as the agency reversed course and gave the order Saturday night, plans could change, according to SDG&E.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop. The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) - San Diego Gas & Electric is warning customers of a scam in which people are getting phone calls and emails saying they owe hundreds of dollars for a new electrical meter.San Diego resident Maria Genova almost fell victim to the scam."It was very elaborate, very credible, very persistent and very convincing," she said.Genova showed 10News an email she received, and Iit had the SDG&E logo and even a QR code. The email said she owed 8.63 for a meter upgrade and if she didn't pay it, her service would be suspended.It also promised hundreds of dollars of other fees for removal, locksmith services and more.Genova also got a pair of phone calls about the issue, which had her convinced that it was legitimate."I was about ready to pay," said Genova. "I had my credit card in hand. But as soon as he said I had to pay cash, I knew there was something wrong."Genova called SDG&E, and Tthey told her the email and phone calls were not from the company.In a statement, SDG&E told 10News that they will never charge customers to replace a smart electric meter and that if they need to do any maintenance on a meter, technicians will contact the resident before doing any work.SDG&E said they've received reports of more than 13,600 scam phone calls already in 2019. It's something they constantly monitor, and they have a page on their website dedicated to helping people identify and avoid scams.Genova said she's glad she didn't lose any money and hopes other people can learn from her close call."Ask questions if you have any doubt," she said. SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement.
