ASTANA, May 28 (Xinhua) -- Defense ministers of China and Kazakhstan agreed Friday to upgrade cooperation of the two militaries to a new level.At a meeting with his Kazakh counterpart, Adilbek Dzhaksybekov, visiting Chinese Defense Minister Liang Guanglie recalled the smooth growth of the bilateral cooperative relationship since the establishment of diplomatic ties between China and Kazakhstan, including frequent top-level exchanges, deepening of political trust, and expansion of cooperation in all aspects.He recalled frequent meetings between Chinese President Hu Jintao and his Kazakh counterpart, Nursultan Nazarbayev. The two leaders held in-depth discussions on how to further bilateral strategic partnership, thus continuously adding new momentum and providing guidance to the development of bilateral ties.Liang said military-to-military relationship is a key part of overall bilateral relations. Supported by leaders of both nations, relations between the two militaries have been growing steadily while leaders of both militaries have maintained frequent contacts on bilateral and multilateral occasions. Exchange and cooperation between the two militaries are being strengthened across the board.Liang expressed the hope to increase contacts and deepen cooperation with the Kazakh side, so as to upgrade the relationship between the two militaries to a new level.Dzhaksybekov agreed. He noted that the two countries have maintained a high-level of mutual trust and frequent contacts between their leaders. The two nations also have same or similar views on many regional and global issues, and have maintained mutual support and close coordination in addressing those issues.He said developing relations with China, a friendly neighbor, is a top priority of Kazakhstan's foreign policy. SEOUL, May 29 (Xinhua) -- Visiting Chinese Premier Wen Jiabao focused his efforts on promoting cooperation with South Korea and in East Asia on Saturday, the second day of his three-day tour in South Korea.BLUEPRINT FOR REGIONAL COOPERATIONAt an annual trilateral summit held in South Korea's southern resort of Jeju, Premier Wen, South Korean President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama unveiled a blueprint for trilateral cooperation in economy, security, environmental protection, cultural exchange and other areas in the next decade.The leaders agreed that after making clear the detailed objectives and long-term goals within the next decade, all sides need to concentrate efforts on boosting trilateral cooperation to a new height, so as to further consolidate partnership, achieve more in mutually beneficial cooperation in all aspects and enhance friendship between the peoples of the three countries.They also agreed to set up a more cooperative mechanism to increase strategic mutual trust, which involves setting up a trilateral cooperation secretariat in South Korea in 2011 to jointly tackle natural disasters, discuss the possibility of a mechanism of trilateral defense dialogue to enhance security contacts, strengthen political dialogue and cooperation in police affairs, and boost government exchanges at local levels among the three nations.On developing sustainable economic cooperation and common prosperity, the leaders pledged efforts to finish by 2012 a joint feasibility study of trilateral free trade agreement, which was launched in May 2010, and to expand trade volume ahead of 2020 for the benefit of regional economic growth and integration.The leaders said the three countries will complete negotiations on investment agreement and provide a favorable investment environment to facilitate the operation of enterprises in the region.They also reiterated the importance of customs cooperation, and vowed to further cooperation in finance, science and technology, innovation, as well as policy cooperation and negotiations in such areas as energy efficiency and resources."An open, fair and liberalized multilateral trade system is not only conducive to China, Japan and South Korea, but also important for the world. BEIJING, May 20 (Xinhua) -- China and the United States Thursday pledged to deepen clean energy cooperation as U.S. commerce chief led a large green power delegation to Beijing."As major energy producers and consumers, China and the United States can work together extensively in the clean energy field," Chinese Vice Premier Li Keqiang told U.S. Commerce Secretary Gary Locke in Beijing.The driving force behind cooperation, Li said, lies in the fact that China is actively pushing ahead with clean energy projects while the United States has green energy expertise and technology.Li encouraged the two countries to work more closely in clean energy,greenhouse gas emissions reduction, technological development to add to the momentum of sustainable development.Locke is leading a delegation of business executives from American clean energy companies eyeing China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."These 24 companies we brought from America represent a cross-section, a variety of different sectors," Locke said at the start of the meeting."But they still represent the best the United States has to offer in terms of clean energy, energy efficiency, electricity generation and distribution," said Locke, who earlier travelled to Hong Kong and Shanghai on the trade mission that started Monday.The diverse trade mission, the first one led by a U.S. cabinet-level official since Barack Obama assumed the presidency, includes leading energy firms like General Electric and First Solar as well as less well-known companies.Locke, on his third visit to China since he became U.S. commerce chief, characterized clean energy as "an extremely promising industry to foster areas of growth and create new jobs."He underscored the U.S.'s commitment to working closely with China in clean energy.Locke will join U.S. Secretary of State Hillary Clinton, U.S. Treasury Secretary Timothy Geithner and other cabinet officials for the Second China-U.S. Strategic and Economic Dialogue scheduled for Monday and Tuesday in Beijing.
BEIJING, April 15 (Xinhua) -- The goal of China's foreign trade policy in 2010 was to improve its trade balance while maintaining steady export growth, said the Ministry of Commerce (MOC) spokesman Thursday.The country's trade surplus was expected to shrink by another 100 billion U.S. dollars in 2010, said Yao Jian, the MOC spokesman, at a press conference.The statement came less than a week after the country posted its first monthly trade deficit for March in six years, which was valued at 7.24 billion U.S. dollars, according to the General Administration of Customs (GAC) last Saturday.The GAC said the March deficit mainly stemmed from shrinking exports of labor intensive products, surging imports volumes and rising commodity prices, and predicted the country's trade surplus might continue decrease for the rest of the year.Echoing the GAC, Yao said the country's foreign trade was likely to keep heading toward a more balanced state, while some experts predicted China's trade would soon return to surplus."The trade deficit registered in March demonstrated expanding domestic demand accompanied by lukewarm demand in the international market," Yao said."Because such a situation would continue, the monthly trade deficit seen in March would remain, at least in the first half of 2010," he said.The deficit also proved that, in an era of economic globalization, it was market supply and demand, and other factors that decided trade balance rather than exchange rates, said Yao.Yao portrayed the deficit in March as the continuation of a shrinking trade surplus that started to appear in 2008, and also as a result of the central government's macroeconomic policy in balancing the economy.In recent years, China has worked hard to restructure its economy away from excessive dependence on exports and the manufacturing sector, while a whole range of measures have been taken to expand domestic demand.The goal of China's foreign trade policy was to further balance trade while maintaining stable growth in exports, he said.Yao expected the ratio of China's trade surplus to its gross domestic product (GDP) to fall to 3 to 4 percent from last year's 5.7 percent.When an economy's ratio stays between 5 percent and minus 5 percent, its trade can be considered as more or less balanced, said Yao Jian, citing a commonly accepted standard adopted in the economics field.The conclusion coincides with another set of data provided by the GAC chief Sheng Guangzu in an exclusive interview with Xinhua on Wednesday.Sheng said the ratio of China's trade surplus to its total trade volume declined to 2.3 percent in the first quarter this year from more than 10 percent registered between 2006 and 2008."When the ratio is below 10 percent, it means the country's foreign trade can be deemed as balanced," said Sheng citing an international standard.Sheng also said that China never worked towards having a trade surplus and the country was committed to making its foreign trade more balanced.China's trade surplus would continue to shrink as a result of the country's efforts to restructure and balance its foreign trade, he said, echoing the views of Yao.
