WASHINGTON ¡ª President Donald Trump says the Food and Drug Administration has issued an emergency use authorization for convalescent plasma to treat COVID-19 patients.WATCH PRESS CONFERENCE:Trump, announcing the decision Sunday at the White House, called convalescent plasma a ¡°powerful therapy.¡± He says the FDA¡¯s action will expand access to the treatment, which is already being used. The treatment involves transferring antibodies from recovered COVID-19 patients to patients suffering from the disease.On Sunday, Trump said the administration have provided million to fund the Mayo Clinic study that studied the efficiency in patients that have the virus."Through this study, over 100,000 Americans have already enrolled to receive this treatment, and it is proven to reduce mortality by 35%," Trump said. "It's a tremendous number. The FDA, M.I.T., Harvard, and Mount Sinai Hospital have also found convalescent plasma to be a very effective method of fighting this horrible disease. That's according to two U.S. officials who are speaking on condition of anonymity to provide details that haven't been made public yet. It's the most violent skirmish in months between the two forces. One official says Russian vehicles sideswiped a light-armored U.S. military vehicle, injuring four Americans. The official says two Russian helicopters flew above the Americans, and one of the aircraft was within about 70 feet the vehicle. There have been several other recent incidents between the American and Russian troops who all patrol in eastern Syria, but officials describe this one as the most serious. 752

(KGTV) ¡ª Two men were arrested after stealing a car and crashing into another vehicle Tuesday in the North County.The two men carjacked a driver at gunpoint just before 3 p.m. in the 900 block of Postal Way in Vista, according to San Diego Sheriff's Department. After yanking the driver out of his vehicle and taking off, the two men soon crashed into another vehicle, before fleeing.A detective who happened to be in the area heard the call over the radio and started searching for the suspect, SDSO said. When he spotted the suspects, he began to follow them and relay directions to an SDSO helicopter overhead.Deputies took over and a brief pursuit began. The two men crashed into a curb and fled the vehicle. Deputies caught both men after a foot chase.SDSO said a loaded gun and illegal drugs were discovered in the vehicle.SDSO said the two men, identified as Joseph Laxton and Ricardo Hernandez, were arrested on charges of carjacking, hit-and-run, a felon in possession of a firearm, drugs, violating parole, threat causing death or great bodily injury, and participating in a criminal street gang. 1128

(KGTV) ¡ª It was a heart-pounding moment at a North County gas station after a homeless woman gave birth inside the bathroom. ¡°I just seen some lady come out with a baby saying 'we need help this lady just gave birth',¡± said clerk Alex Ascencio. Ascencio had just started his shift Wednesday when the woman came inside of the store. When Ascencio saw the baby, he jumped into action, tending to the baby and dialing 911. ¡°I just sat her down and make sure she had a pulse and that she was breathing; she was perfectly fine.¡±Ascencio says the woman tried to leave the store without the baby, but he convinced her to stay until paramedics arrived. Ascencio says he aspires to be a paramedic and his co-workers are praising him for his quick thinking. 770

Volkswagen has been fined another €800 million (6 million) over its diesel emissions scandal, this time because of failings at its Audi subsidiary.Volkswagen said Tuesday it accepted the fine imposed by German prosecutors, waving its right to appeal. It said the penalty would hit earnings this year."As a negative special item, [it will] reduce the group earnings for fiscal year 2018 accordingly," it said in a statement.The penalty by Munich prosecutors is just the latest consequence of the scandal that emerged in 2015 and initially wiped out billions off the company's value.Volkswagen admitted cheating on clean air rules with software that made emissions look less toxic than they actually were.The fine concludes the Munich prosecutors' investigation into the company. However, probes into executives, including Audi's former CEO Rupert Stadler, continue, the prosecutors said.The €800 million fine comprises a €5 million penalty for administrative offenses, the maximum allowed under German law.On top of that, prosecutors ordered Volkswagen to repay €795 million they said the company made from the cheating. The prosecutors said this included profits from the sales of affected vehicles.In this case, the diesel emissions cheating affected nearly 5 million cars sold by the Volkswagen group in Europe and the United States, prosecutors said.
