LOS ANGELES (CNS) -- With coronavirus cases on the rise, municipalities in the Los Angeles area Thursday began to crack down on residents who flout the statewide requirement that they wear masks while in public.In West Hollywood, sheriff's Capt. Edward Ramirez issued a statement saying deputies have been working to educate violators about the requirement, but people who refuse could now face fines."Beginning this month, we will continue to utilize education and persuasion and hand out face masks, however, we will begin issuing city of West Hollywood Municipal Code citations to people who refuse to follow the face mask order while in public," he said."The citation, which is administrative and not criminal, is 0 plus a fee of for a total of 0 for the first offense," he said. "Our very least option is to conduct enforcement by issuing a citation, but the risk to community health is too great. To date, we have not issued any citations and we still hope not to."In neighboring Santa Monica, a new health order was announced Thursday in an effort to emphasize the need for face coverings. The order outlines the requirement for people to wear face coverings while in public, and for businesses to enforce the requirement for employees and customers.The revised Santa Monica order sets fines for violators at 0 for a first violation, 0 for a second violation and 0 for a third. For businesses, the fines start at 0, increasing to 0 for a second violation and ,000 for a third."As public health experts have shared widely this week, we are in a dangerous period with dramatic increases in cases and hospitalizations," Interim City Manager Lane Dilg said in a statement. "Face coverings are essential. I encourage everyone to try different styles to find what works for you. But it is a critical time to save lives by wearing face coverings whenever we are outside of our homes and not gathering with people outside of our households."The city of Beverly Hills has long been requiring residents to wear masks. It issued a reminder last week, noting that violators can face fines ranging from 0 for the first offense to 0 for the third and subsequent offenses.Gov. Gavin Newsom -- who made face coverings mandatory across the state on June 18 -- announced a "major public awareness campaign" about the requirement on Thursday. The campaign, backed by .75 million in donations, will feature a series public service announcements in a variety of languages. The announcements will be in the form of broadcast announcements and hundreds of billboards across the state.On Wednesday, Los Angeles Mayor Eric Garcetti said local businesses should refuse service to anyone who refuses to wear a mask."If there's no mask, there should be no service," Garcetti said.The mayor noted that Los Angeles police have not been issuing citations for mask violators, saying the goal is to educate people in hopes of getting voluntary cooperation. 2974

LOS ANGELES (AP) — Two young sisters missing from their Northern California home since Friday afternoon were found alive Sunday following a massive search that included helicopters and tracking dogs.Leia Carrico, 8, and Caroline Carrico, 5, were found "safe and sound" on Sunday morning by a fire captain and firefighter who had followed the girls' boot tracks, Humboldt County Sheriff William Honsal said."This is an absolute miracle," he said.Though the girls were dehydrated and cold, they were uninjured and "in good spirits," Honsal said.He said the girls were trained in outdoor survival through their local 4-H club and that authorities believed that helped them. They also were wearing boots and had eaten granola bars at some point while they were missing, he said."To have a positive outcome like this is just absolutely amazing," Honsal said.Using helicopters and tracking dogs, dozens of police and rescue personnel combed a vast and rugged rural area in the frantic search for the sisters.The girls had last been seen around 2:30 p.m. Friday outside their home in Benbow, a small community about 200 miles (320 kilometers) northwest of Sacramento.The searchers included National Guard members from Fresno and the U.S. Coast Guard, which provided one of its helicopters on top of a Black Hawk helicopter also being used.Rescuers were hopeful about finding the girls Saturday after they came across prints from the girls' rubber boots and wrappers from the granola bars, Lt. Mike Fridley said."The wrappers showed us a direction from where they started to where the wrappers ended up at," Fridley said.Fridley said he was the one who got to call the girls' mother and tell them her daughters were alive."She melted on the phone," he said.Honsal described the search area as vast, rugged and rural and the conditions as cold and sporadically rainy. 1866

LOS ANGELES (CNS) - Four people were wounded, one fatally, when gunfire erupted Tuesday morning at a large party taking place at a mansion north of Beverly Hills where police had earlier responded to multiple calls of disturbing the peace.Firefighters and paramedics sent to the 13200 block of Mulholland Drive about 12:45 a.m. located three adults who had been wounded, and they were treated at the scene, then taken to a hospital, according to Nicholas Prange of the Los Angeles Fire Department. A fourth person was found nearby with an injury to his wrist, Prange said, adding the victim's injury was not caused by gunfire.One shooting victim was hospitalized in grave condition and the other two were hospitalized in critical condition, Prange said.A woman about 35 years of age died at a hospital, said Los Angeles Police Department Lt. Chris Ramirez. Information was not immediately available on her identity.Ramirez said the other two shooting victims found at the scene were males, and they were displaying stable vital signs Tuesday morning.A woman who also had been shot went to a hospital in a private vehicle, and was in stable condition, Ramirez said.Ramirez said the crime apparently was gang-related, and no arrests have been reported. No suspect information was immediately available.Ramirez said the shooting was being investigated by detectives from the LAPD West Bureau Homicide office, and he urged anyone with information on the crime to call 213-382-9470.The house had been rented for the party, according to reports from the scene.A video posted to social media captured the sounds of the gunfire, at least six shots initially fired, followed by at least eight more. People attending the party continued on as if nothing had occurred following the gunfire, the video showed. About two minutes later, a hail of gunfire can be heard and people begin screaming and running and trying to find safe places to hide. The video also contained blurry images of what appeared to be two gunshot victims.The Los Angeles Police Department received at least five calls from residents who reported instances of disturbing the peace in the neighborhood beginning about 6:30 p.m. Monday. Responding officers found a large party taking place at a three-story home with about 200 people attending, according to the LAPD.Officers enforced traffic and parking violations, but did not enforce the county's health order banning large gatherings, the department said. Video from NBC4 showed vehicles being ticketed.The organizer of the party, identified by NBC4 only as "Kenny," told the station the party was for his friends and masks were made available to guests, who also had to undergo a temperature check before being allowed inside.No party attendees could be seen wearing masks in video shot by multiple broadcast outlets.A food truck was on site and multiple high-end vehicle, including Lamborghinis and a Rolls Royce, could be seen on the video posted to social media.The party is the second large-scale gathering held amid the coronavirus pandemic in the L.A. area, in spite of public health restrictions barring parties.On Friday night, dozens of people were seen attending a party -- again, mostly without masks or physical distancing -- at the Sassafras Saloon in Hollywood, a gathering that was alleged to have been attended by local law enforcement members. A person familiar with the gathering told the Los Angeles Times the party was planned for members of the Los Angeles County Sheriff's Department, but the agency has denied any involvement in the event and insisted that people seen in online video from the event do not work for the department.The Los Angeles Police Department issued a statement Monday saying it was aware of the gathering and was working to determine if any LAPD employees attended.Los Angeles County public health director Barbara Ferrer said Monday the state Department of Alcohol and Beverage Control was investigating the party, along with the county. LOS ANGELES (AP) — Arnold Spielberg, father of director Steven Spielberg and a pioneering computer engineer, has died. A family statement says Spielberg died Tuesday in Los Angeles at 103. He co-designed the GE-225 mainframe computer while working for General Electric in the 1950s. The machine allowed researchers at Dartmouth College to come up with the coding language BASIC, which made personal computers possible. Spielberg tried to get his son into engineering but said he could tell his heart was in the movies, and he helped him make his first full-length film, “Firelight,” when the future director was 16. 623

  

LONDON (AP) — British Prime Minister Boris Johnson has announced that the government is putting all of England under a monthlong lockdown next week after being warned that a resurgent coronavirus outbreak will overwhelm hospitals in weeks without tough action. Johnson said in a televised news conference night that the new measures will begin Thursday and last until Dec. 2. Bars and restaurants can only offer take-out, the Associated Press reported.The AP added that haircuts to foreign holidays must be put on hold once again.Non-essential shops must close and people will only be able to leave home for a shortlist of reasons. Unlike during the U.K.'s first lockdown, schools, universities and manufacturing businesses will stay open. According to a press release by the English Football League (EFL), "elite sport will be able to continue and EFL competitions will therefore remain as currently scheduled (in both England and Wales)" during the lockdown."Professional football has implemented some of the most stringent, robust and regularly reviewed protocols since the restart in June 2020 and our medical experts’ advice remains in place to fully adhere to these measures which are specifically designed to mitigate against the spread of the virus," EFL officials said in the release. "The health, safety, and well-being of players and Club staff throughout the pandemic have been our first priority and this will continue as we enter this next period of lockdown and beyond.
