TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. MOSCOW, Dec. 2 (Xinhua) -- A handover certificate on China providing Russia with emergency humanitarian aid has been inked in Moscow between the two sides, the Chinese embassy in Russia announced on Thursday.The document was signed by Chinese Ambassador to Russia Li Hui and Vladimir Puchkov, State Secretary and Deputy Minister of Russian Emergencies Situations Ministry on Wednesday.On behalf of the Russian government, Puchkov thanked the Chinese government and people for providing aid and support to Russia on the abnormal summer wildfires.Li spoke highly of the close cooperation between China and Russia in recent years on emergency rescue and humanitarian aid, and expressed hope that China could further strengthen cooperation and exchange views with Russia in this regard in the future.The humanitarian aid delivered by the Chinese side on Aug. 20 was worth three million U.S. dollars, including fire extinguishers, compressors, fire-fighting suits and gas masks.Statistics showed that the summer wildfires have cost Russia 15 billion dollars.

TAIPEI, Nov. 26 (Xinhua) -- On the eve of Taiwan's mayoral and city councilor elections, Sean Lien, son of Lien Chan, honorary chairman of Kuomintang (KMT) party, was reportedly shot in the face when he was campaigning for a KMT candidate in Taipei County Friday evening.He was being treated at a local hospital. Local media cited doctors as saying Sean Lien's brain was not injured and his injury would not endanger his life.A spokeswoman of the hospital where Sean Lien was treated said he was sober-minded when he was sent to the hospital. BEIJING, Dec. 29 (Xinhua) -- A senior official from China's Ministry of Commerce called for enhanced trade and economic cooperation between China and the European Union (EU), prior to Chinese Vice Premier Li Keqiang's upcoming visit to three EU nations.In a recent interview with the People's Daily, Ministry of Commerce International Trade Representative Gao Hucheng reviewed the current trade and economic relationship between China and the EU, pinpointing the areas where more efforts could be made on both sides to further cooperation.In an article published in Wednesday's People's Daily, Gao said that in the past 35 years since China and the EU forged diplomatic ties, the relations between the two sides went from "constructive partnership" to "comprehensive partnership" and the now "comprehensive strategic partnership."The article was published about a week before Vice Premier Li sets out to visit Spain, Germany and Britain on Jan. 4-12.Trade between China and the European Union has become one of the most active and influential bilateral relations in the world, said Gao.Leaders of China and the European Union have been exchanging official visits frequently, said he. This year alone, seven of top Chinese leaders, including President Hu Jintao and Premier Wen Jiabao, paid official visits to over a dozen EU countries.Meanwhile, some 65 high-level delegations from the EU and its member states visited China in 2010.Trade cooperation between China and the EU has been speeding up, Gao said.
