SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. A few years ago, came to this country, I had a goal and I came to live right. So I just want to keep continue living right. SAN FRANCISCO (AP) — A federal judge in San Francisco is mulling the competency to stand trial of a Mexican man who shot and killed 32-year-old Kate Steinle. The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. The San Francisco Examiner reports that Garcia Zarate told the court Friday through a Spanish interpreter that he wanted to be sentenced to prison or deported back to Mexico. 720

SAN DIEGO (KGTV)- Neighbors are shaken up after a home invasion in University City. “I wouldn’t have expected it because I feel like this area UTC especially is pretty safe,” says neighbor Alana Schnoor. San Diego police got the call early Monday morning, around 1 a.m, from the home in the 5300 block of Toscana Way.Two men wearing masks went inside of an unlocked apartment. One of them pointed a gun at the people inside, while the other grabbed phones and laptops. Police say one of the victims grabbed the gun and fought the robber. The intruder hit the man with the weapon, and both robbers ran out. “It’s a safe area. I just wouldn’t have expected someone with a gun going into an apartment like that,” said neighbor Amy Kaido. Police say the intruders were wearing green jackets with black stripes and black pants. Both men were in their 20’s. 860

SAN DIEGO (KGTV)- Two families are devastated after their pets go missing. After days of searching, they find out their dogs were adopted from local shelters.“I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, named Cookie, has been missing since Halloween. “Its been really hard. Life is not the same without him.”After searching day and night, the family got word cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted.A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted.“We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila.The El Cajon Animal Shelter and the San Diego Humane Society have holding periods four days for animals with no identification.Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point, that’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society.Both shelters tell 10News they have notified the adopters but they have decided to not return the animals.The families are hoping they will have a change of heart. SAN FRANCISCO (AP) -- California fire officials are cautiously optimistic after dodging a major lightning storm, but they are pleading with residents to stay out of evacuation zones and prepare for days away from home.Three massive San Francisco Bay Area wildfires continue to rage, suffocating the region with smoky air. The wildfires have caused at least seven deaths.Gov. Gavin Newsom says this week will be critical as more than 14,000 firefighters battle 17 major fire complexes sparked by lightning sieges during hot weather.The blazes have destroyed about 1,200 homes and other buildings and singed coastal redwoods.Temperatures are expected to be hot again this week. 683
