CHULA VISTA, Calif. (KGTV) -- Police are looking for three people who tried to steal an ATM from outside a Mexican restaurant in Chula Vista Tuesday morning.According to the Chula Vista police, at around 5 a.m., three men were seen ripping the machine from the ground outside the restaurant in the 2500 block of Main Street, near Broadway.The trio tried to load the ATM onto the back of a large flatbed truck, but it fell off. They struggled to get the machine back on the truck and eventually gave up.Witnesses told police they saw the three men run away down Main Street.Police say the ATM was heavily damaged, but it doesn’t seem like they got away any money. The truck was believed to be stolen.Police are hoping nearby surveillance video will help in the investigation. 782

(KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. According to police, the drum was anchored with cinder blocks.RELATED: Chula Vista police identify man found dead inside barrel floating in San Diego BayMedina's sister, Alicia Villegas, said she's been the rock for the family, supporting her mom and children. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. They're going to find who's responsible for killing Omar," Chula Vista Police Chief Roxana Kennedy said."I slept under this very table here in the office because that's how important it is and how much dedication we need to put in these cases," Sergeant Lavar Brown said in a video played during the fundraiser.Chief Kennedy explained the annual event funds programs the department would otherwise have to do without, "for instance our Canine program, our Senior Volunteer program, our Explorer program," she said their innovative Drone program is also funded through donation dollars.The work they did on Medina's case, will felt by the family long after it's closed."I know I'm just a kid," Omar's nephew Arturo Jr. said at the podium, "but what happened to my uncle hurts me just as much as it did the rest of my family and I'm glad I got to share it with you." He said he was thankful for CVPD.Two men were arrested in connection with Omar's death, they will stand trial in October. 2289

CHULA VISTA, Calif. (KGTV) — As ICU capacities continue to dip, coronavirus positive cases within the local Latino community stay high. Leaders within the Latino community are now pleading with people to stay home during the holidays. Christmas is just days away, it's a festive time for family, a joyous time of gathering. But Nancy Maldonado with the Chicano Federation says this year, that cannot happen."I get it, it's hard, but it's necessary, and it's what we have to do right now," Maldonado said.The percentage of Latino San Diegans testing positive with COVID-19 is disproportionately high. While making up 34% of the county population, Latinos make up nearly 60% of positive COVID cases. With ICU space now extremely limited, Maldonado says they cannot afford to add to those statistics."Latinos have been hit really hard because of the overrepresentation in front line jobs, because of crowded housing, and because of a number of different factors," Maldonado said. "What we're seeing right now is the fallout of people gathering from Thanksgiving, and we don't want to see these numbers increase."Last week, ABC 10News reported that the wait times at the South Chula Vista Library's free, no-appointment COVID testing site were hours long. But beginning Sunday, the county changed the site to be appointment only. The goal is to keep people from going out and gathering at a COVID-19 hotspot.The South Bay, which is home to many Latinos, has been hit hardest with the virus. Maldonado says that is why the Chicano Federation has boots on the ground to launch the "With Pride" campaign."It's the 'Con Orgullo' campaign, 'With Pride,'" Maldonado translated. "Because what we really want to do is touch on people's pride that they feel when keeping their families and communities safe."Their message is for people to get tested, stay safe, and stay home during the holidays."We are very family-oriented," Maldonado said. "Traditionally, we do gather during the holidays, and we gather in large groups. So we're sending a message that this holiday season, it has to look different so that next year, we can all get back to celebrating the way we love to. It's great to feel hopeful. CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. CHULA VISTA, Calif. (KGTV) -- Authorities have identified the law enforcement officers involved in a deadly South Bay shooting in early October.Authorities say Sgt. John Holm, and officers Pakko Mendez, Javier Mendoza, and Lauren Chi with the California Highway Patrol were all involved.Sgt. Michael Pidgeon and Officer Patrick Harvey with San Diego Police Department were also involved.RELATED: CHP officers open fire after Orange County pursuit ends in Chula VistaAll officers are on administrative leave per their agency’s policies, according to a news release from the San Diego County Sheriff's Department.Sheriff's officials said the department's Homicide Unit is investigating the Oct. 4 incident.The shooting took place following a pursuit that started in Orange County around midnight on Oct. 4 and ended on Interstate 805 south near Orange Avenue.At some point after the chase ended, officers opened fire on the suspect, Christopher Ulmer, 33, who was pronounced dead at a local hospital. 1006
