SAN DIEGO (CNS) - A convicted rapist wanted in New York for violating his parole by leaving the state pleaded not guilty Monday in a San Diego courtroom to burglary charges. Dale Dulac, 57, faces charges in San Diego of auto burglary and possession of stolen property, according to the District Attorney's Office. Dulac is being held on 0,000 bail for the San Diego charges, said George Modlin, deputy district attorney. But he also remains jailed as a fugitive from New York, where authorities say he violated the terms of his parole on Sept. 20 by leaving the state. San Diego police arrested Dulac Friday after officers recognized him walking in the 1500 block of Imperial Avenue. New York authorities said last week that Dulac had been spotted at a San Diego bus station and in San Marcos. According to media reports out of New York, Dulac was released on parole in 2015. He served more than 20 years in prison for raping a woman in 1992. 953

SAN DIEGO (AP) — A federal judge has extended a freeze on deporting families separated at the U.S.-Mexico border, giving a reprieve to hundreds of children and their parents to remain in the United States.U.S. District Judge Dana Sabraw said in his order Thursday that "hasty" deportation of children after reunification with their parents would deprive them of their right to seek asylum. The American Civil Liberties Union had requested families be given at least a week. The judge's order did not specify a date for when the reprieve would end.RELATED: Trump admin outlines plan to reunify separated children with deported parentsThe government has opposed the move, saying parents waived the rights of children to pursue asylum claims after signing deportation forms. Both sides were to discuss the decision at a hearing Friday. The order to extend the freeze, which Sabraw first put in place July 16, affects many of the more than 2,500 children who were separated from their parents. In his ruling, Sabraw said delaying the deportations "would not unfairly or unduly tax available government resources," but that carrying out the removals would go against the public's interest in upholding the country's laws and protecting the rights of immigrants and asylum seekers.RELATED: San Diego judge upholds ban on deporting reunited migrant familiesHe said claims of people persecuted in their homelands should at least be heard. Many of the families have said they were fleeing violence in their home countries in Central America and planned to seek asylum."The Court is upholding the rights provided to all persons under the United States Constitution, rights that are particularly important to minor children seeking refuge through asylum, and rights that have been specifically recognized by the President's Executive Order in the particular circumstances of this case," Sabraw wrote. In late June, Sabraw ordered that children under 5 be rejoined with their parents in 14 days and children 5 and older be rejoined in 30 days.RELATED: Ivanka Trump says family separations issue 'was a low point'The order came days after President Donald Trump, amid public outrage at children being taken from their parents, halted the "zero-tolerance" policy implemented in the spring that split families up at the border. As of Aug. 16, the government had reunified 2,089 children with their parents or to others, including sponsors. Nearly 600 were still separated, including 366 with parents outside the U.S. 2504

SAN DIEGO — Governor's Gavin Newsom's order on Monday shutting down indoor operations at San Diego County gyms, hair salons, and malls set off a mad scramble. Businesses able to move outside had to figure out how to make it work - in order to make it through.North Park's Last Real Gym on University Avenue is one of them. On Wednesday, owner Frank Koll and a few of his staffers moved equipment out onto Iowa Street. It was the only way to survive - because Koll exhausted all of his Paycheck Protection Program funds that got him through the first shutdown."Closed again is something physically, financially and mentally something I can't do, and I won't do, so I will be like a chameleon and adapt to anything that this governor throws my way," Koll said. The gym moved the equipment on the sidewalk and also has an interior outdoor space to utilize. By Wednesday just after 12 p.m., a half-dozen people were working out on the sidewalk, including Felicia Brown, a regular who drives all the way from Spring Valley. "I think it's just businesses being creative and saying - 'You know what? We can't afford another shutdown for two, three, four months,'" she said. The county says impacted businesses are able to operate outside or under well-ventilated tents. That rule, however, doesn't apply to salons due to state regulation, which says they can only cut hair inside. The city of San Diego has acted to give restaurants and retailers more leeway to expand into the street. The governor has not given a date for when his latest restrictions will lift. 1566

SALEM, Ore. (AP) — The death toll from the wildfires raging on the West Coast stands at least 33, with authorities saying nearly all of the dozens of people reported missing after a devastating blaze in southern Oregon have been accounted for. The flames have destroyed neighborhoods, leaving a barren, gray landscape in their wake, driven tens of thousands of people from their homes and cast a shroud of smoke over the region. The crisis has come amid the coronavirus outbreak, the economic downturn and nationwide racial unrest that has led to protests in Portland for more than 100 days. 599
