SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott was celebrating a reelection victory Wednesday, following a dominant performance over private attorney Cory Briggs."When I was elected four years ago, I pledged to put the people of San Diego first, and that's just what we've done," Elliott said in a statement Tuesday night claiming victory in the race."With the help of our terrific team in the City Attorney's office, San Diego is a leader in reducing gun violence, helping domestic violence victims, and holding corporate polluters accountable. We moved quickly to protect public health during the pandemic and we've made it a priority to safeguard taxpayer dollars. I'm humbled and grateful that the people of San Diego have placed their trust in me to fight for them for another term."Elliott has been city attorney since 2016, and since then has taken an uncharacteristically proactive approach to the role, sometimes ruffling feathers, such as with the Smart Streetlights program. In August, members of the San Diego City Council boycotted a meeting with Elliott over restrictions on sensitive documents.Briggs has sued the city dozens of times, ostensibly to increase transparency at City Hall. He said during the campaign he wanted to remove petty politics from the office."As someone who has spent nearly two decades fighting special interests at City Hall, I believe now's the time to bring my training, experience and taxpayers-first approach to the City Attorney's Office," he said.Elliott pointed to Briggs' many lawsuits as reasons she is more fit for the office. The pair have faced off in court during the election cycle. Elliot sued Briggs for identifying himself as a taxpayers' advocate, while Briggs sued Elliot for claiming an endorsement from the San Diego Union-Tribune after it expired. Briggs prevailed in both cases. The city attorney serves as the city's prosecutor and legal adviser.Meanwhile, San Diego voters weighed in on a trio of ballot measures:-- Voters rejected Measure A, a housing bond that would have allowed the city to issue up to 0 million in bonds to fund low-income, substance abuse, and mental health service housing. It required two-thirds of the vote to pass, but initial tallies showed it with only 57%.-- Voters approved Measure B, which amends the city's charter to replace the Community Review Board on Police Practices with the Commission on Police Practices, which will be appointed by the City Council to conduct investigations and subpoena witnesses and documents related to deaths resulting from police interactions and complaints made against police officers.-- Voters also approved Measure E, providing an exception to the city's long-standing 30-foot height limit in the Coastal Zone for the Midway- Pacific Highway Community Plan. The plan includes the Sports Arena. 2842

SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. Matt Novak said in a statement. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said. They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary. There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222

SAN DIEGO (CNS) - The death toll in an outbreak of hepatitis A in San Diego has reached 16, and 421 people have been sickened with the disease, the county Health and Human Services Agency reported Tuesday. The figures are associated with an outbreak that began last November and has struck the homeless population and users of illicit drugs particularly hard.RELATED: San Diego to begin spraying down streets to control Hepatitis A outbreakPatients who contracted hepatitis A, which attacks the liver, in a manner unrelated to the outbreak aren't included in the statistics. The new numbers were released the same day the city of San Diego began a pilot program to keep 14 public restrooms in Balboa Park open 24 hours a day. Under direction from county health, the city on Monday began washing down streets and sidewalks in the East Village with a bleach formula. Also, around 40 hand-washing stations were set up around the city -- concentrated in areas where the homeless congregate -- around the beginning of the Labor Day weekend.RELATED: City and County of San Diego provide handwashing, vaccines to stop Hepatitis A outbreakOn Wednesday, a proposal to declare an emergency in San Diego over the outbreak and a lack of shelter space is scheduled to go before the City Council's Select Committee on Homelessness.Councilman David Alvarez suggested the declaration nearly two weeks ago, calling for immediate action because of the fatalities. In response, the office of Mayor Kevin Faulconer said the declaration was unnecessary, since the city was taking steps to combat the illness.County officials, meanwhile, are continuing a program of vaccinations, which are considered to be the best way to prevent hepatitis A. The disease is spread by contact with microscopic amounts of infected feces and via sexual transmission.RELATED: Hepatitis A outbreak ravages San Diego homeless populationMore than 7,000 shots have been given to people considered to be at-risk of acquiring the disease, and over 19,000 shots given out in total, according to the HHSA.In January's annual tally of the area's transient population, 5,619 homeless individuals were counted in the city of San Diego, a 10.3 percent increase from last year. Of those, 3,231 were living on the streets. 2287

SAN DIEGO (CNS) - The San Diego Armed Services YMCA hosted neighborhood food exchange event Thursday to combat hunger among local military members and their families. The event was open to active duty military members and their families who meet federal income requirements for emergency food assistance. SAN DIEGO (CNS) - Sixteen new cases of COVID-19 were reported Saturday by San Diego State University, bringing the total number of confirmed cases to 1,064 since Aug. 24, the first day of instruction for the fall semester. The new totals reported by Student Health Services reflect numbers as of 6 p.m. Friday.Of the students living on campus, 380 have tested positive and students living off campus totaled 663 positive cases, health services said. A total of eight faculty or staff members have tested positive and 13 "visitors," people who have had exposure with an SDSU-affiliated individual, have tested positive. The information is based on cases reported to Student Health Services by an individual or by a public health official. As more private labs are administering tests, there is a possibility that not all cases are being reported to Student Health Services. For privacy reasons, SDSU does not report names, affiliations or health conditions of students, faculty or staff who test positive for COVID-19 unless a public health agency advises that there is a health and public safety benefit to reporting such details. The university will also not disclose the specific location of the individual who was infected for privacy reasons and also because avoiding the physical location does not inherently lower a person's risk of infection. 1353
