SAN DIEGO (KGTV) -- If you are experiencing mental fatigue like never before, you are not alone. Many people who are used to forging ahead in times of crisis, like this coronavirus pandemic, say the feeling is unfamiliar. Emily Chandler of Vista says she never could have imagined her kids would still be distance learning in the fall. "This has been going on so long, and I'm just exhausted," Chandler says. Her three sons are in three different schools and her oldest, Timmy, has autism. Helping them all with school means studying up on things herself. Marriage and family therapist Serene Carruthers, of Sharp Mesa Vista Hospital, says what Chandler is feeling is tied to the seemingly endless nature of the pandemic."It really is because our body is built to respond to stressful events typically that last for a duration of a short period of time," says Carruthers. "Some experts call it surge capacity. Like a battery our adaptive system can provide us with the mental, physical and emotional power to survive a short-term emergency. Then it needs to be recharged which is easier said than done during a pandemic because for many people, their self-care rituals have been upended or canceled.""It is a very lonely time and I'm not getting that energy, that recharge," says Chandler. Carruthers says not to underestimate the power of play, which is free and can be done anywhere. She also recommends shifting expectations, maintaining connections with loved ones, keeping a gratitude journal about the good in your life, and exercising even if it's just walking in your home. Chandler says the reopening of her gym helped her feel like herself again, and she and Carruthers both say it's all right to ask for help, which Chandler says she's glad she did."I got on an anti-anxiety medication and I'm not embarrassed about that. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses.
