SAN DIEGO (KGTV) - A woman suffered serious injuries from a hit-and-run crash Saturday while walking in the East Village, San Diego Police said.The 47-year-old woman was dragging her wheelchair across F St. at Park Blvd. at 3:55 a.m. when she was struck by a gray or silver Honda heading west.The car was last seen going north on 11th Ave., police said.The victim suffered two broken legs and a pelvic fracture.San Diego Police Traffic Division officers are investigating the case. 494

SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. Families have been looking forward to this event for weeks, and Mayor Faulconer is not going to allow the threat of a lawsuit stop it from happening. SAN DIEGO (KGTV) – A shipment from Mexico containing over 200 non-FDA approved COVID-19 test kits was seized at San Diego International Airport, U.S. Customs and Border Protection officials announced Wednesday.CBP officials said the shipment of two packages arrived at the airport on Dec. 1 from a flight out of Mexico. In a news release, officials said the shipment was manifested as “plastic card” and then taken for inspection.Officers found 251 COVID-19 test kits inside the packages, and they were then evaluated by FDA officials.An inspection by the FDA found the kits were misbranded, and the shipment “did not have an FDA Emergency Use Authorization and violated the Federal Food, Drug and Cosmetic Act.”The kits, with a domestic value of ,000, were seized by CBP officers, with Homeland Security notified of the shipment.CBP San Diego Director of Field Operations Anne Maricich said, “I am proud of how vigilant our officers are when it comes to protecting our communities, they stopped the entry of unauthorized, unproven and potentially unsafe goods into the United States. SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351
