DEL MAR, Calif. (KGTV) - It’s the first day of Bing Crosby winter horse racing at the Del Mar Racetrack and fans are making their way through the gates. Race officials say safety, for riders and horses, is the top priority for everyone. The Bing Crosby season is 15 days shorter than the summer season. Trainers say the Del Mar track is one the best because of San Diego's weather. "This track, especially in the fall, is the safest dirt track in the world," says trainer Bob Hess. "Safety is everything here," says Joe Harper, CEO of the Del Mar Thoroughbred Club. "Last year, we had a really good meet. Not one horse was injured in racing."Harper says the entire racing industry has been under close watch after recent deaths at the Santa Anita Racetrack. Some politicians even suggested suspending racing there. "It's tens of thousands of jobs. It's a billion-dollar industry," says Harper. "They will give us everything they have, but it's also our job as trainers, jockeys, owners, and even racetrack management to care for the horse. DESCANSO (KGTV) -- A San Diego County couple is warning others after getting a flat tire from an unusual source. Pamela Jessup was running errands last Thursday morning when she says she started hearing a thumping noise while driving her Toyota RAV4 on SR-79 near Old Highway 80.Jessup says it was then that she pulled over and looked at her back tire. After not seeing anything wrong, she went on her way.The thumping, however, only intensified after she drove onto Interstate 8. When she drove home, Jessup says her husband Davis found a temporary lane marker stuck, nailed in to the tire.While doing their due diligence, the Descanso residents found dozens of temporary nail markers along the side of the road in the same area Jessup ran into issues.A local tire shop was able to fix the damage to the tire, but it cost the pair . Other residents in the area took to social media to complain similar events that happened to them in the same area.On Facebook, at least three others said they also got flat tires after driving through the area.From Tuesday through Friday, neighbors reported a road construction project that included restriping.On 10News at 5, we follow David Jessup as he makes the journey to the Caltrans subcontractor for answers and to give them back their lane markers. 1313

DENVER -- Being a mom can be a delicate balance—one that Jennifer Knowles knows all too well. She just earned her PhD while raising three rambunctious boys with her husband.The balance Knowles and parents all over the world face is loving and supporting their kids while teaching them about things like responsibility to lay the foundation for their futures. That was exactly what Knowles was trying to do this Memorial Day in her Stapleton, Colorado neighborhood.“We have never had a lemonade stand and the boys thought Memorial Day weekend is going to be great weather, so why not have a lemonade stand across the street in the park,” Knowles said. Like many, Knowles made and sold lemonade during her summers as a kid. She appreciates all of the life lessons that come along with the idea.“I want to teach my kids about being an entrepreneur and having your own business. My 6-year-old got his little toy cash register out that he got when he was about two or three and he was learning how to interact with customers and about customer service,” Knowles said.He was also learning about the value of money and practicing his addition and subtraction skills. All of the money from the stand was going to charity. The boys were planning on donating all of their proceeds to Compassion International.“We here are very fortunate and we forget that many kids in the world are not as fortunate as we are in Colorado or in the country, and so I wanted to teach them how to donate money to a charity,” Knowles said.Together, her sons picked a child in Indonesia to help provide basic necessities for, including clean water.“They picked a little 5-year-old boy from Indonesia with siblings, two siblings, kind of like them,” she said.For a while, things were going well with their lemonade stand, which they set up in a park right across the street from their house near an outdoor art show.“They got a lot of people coming and praising the boys and telling them that they were doing a great job,” Knowles said. “That was so good for my boys to hear and for them to interact with people they’ve never met before in a business way.”But just a half-hour into their business venture, police arrived.“The police officers came over and they said that because my boys and I did not have permits for a lemonade stand they shut us down and we had to stop immediately,” she said. “My boys were crushed. They were devastated. And I can’t believe that happened. I remember as a child I always had lemonade stands and never had to worry about being shut down by the police officers. I mean that’s unheard of.”It was a scary experience for the kids and something that Knowles says shouldn’t have happened.“My 6-year-old he saw the police officers coming over and he ran and he hid,” she said. “My 4-year-old came over and was looking at the police officer and heard what he was saying. He started to frown and then he started to cry. And it made me want to cry because they were so upset.”Knowles says someone from the nearby art show called police on her sons and complained.“The police officers, they couldn’t have been nicer, but someone complained about us,” she said. “It makes me sad that someone would do that.”Knowles started doing some research and found that Utah passed a law last year allowing for child-run lemonade stands and other small businesses to operate without a permit.She wants something similar to be passed in Colorado.A spokesperson for the city's permitting department said there are no rules explicitly prohibiting a lemonade stand, but there are also no rules protecting it.Communications Program Manager Alexandra Foster said her department does not typically go out to enforce its permitting rules against children. However, if a call is made to police about a certain lemonade stand blocking traffic for instance, the family could be asked to shut the lemonade stand down. She added that temporary stands typically don’t need a permit, but if a stand was set up on a regular basis that it might.“If our inspectors go to a lemonade stand, it means we’ve received a complaint, and generally complaints stem from high levels of activity or noise that disrupt neighbors,” Foster said. “So generally, as long as the impact is minimal, we’re happy to let kids have fun in the summer.She said that the home business permit is generally intended for adults selling foods they’ve grown or prepared from scratch for income.The closest ordinance  that might regulate lemonade stands is the 2014, Denver city council approved rule that focuses on at-home sales of fresh produce and cottage foods. According to that ordinance, sellers of certain products that are grown locally must obtain a home occupation zoning permit to sell and complete a food safety course.However, the ordinance only applies to fresh fruits and vegetables, herbs, eggs and low-risk, unrefrigerated foods such as teas, honey and jam.Because lemons are not typically grown in the state, the ordinance usually doesn’t apply to lemonade stands.Still, Knowles wants parents to know what she went through just in case their kids are planning on setting up a stand this summer.“I want parents know that they need to be aware that if their kids want to have a lemonade stand there could be repercussions like there with my kids,” Knowles said. 5337

Deputies arrested a Polk City, Florida woman for DUI on a horse in Lakeland on Thursday. Donna Byrne, 53, was riding the horse in the roadway when deputies arrived on scene. Deputies said Byrne smelled like alcohol, had watery bloodshot eyes and was staggering. A field sobriety test was conducted and she was arrested for DUI. Byrne was also charged with animal neglect for failing to provide proper protection to the horse. According to the affidavit, Byrne put the horse in jeopardy of being injured or killed.Byrne blew a .157 and .161 BAC. A breath alcohol level of .08 is the legal limit in Florida. 633

DENVER, Colorado — Ask any Colorado teenager, and almost all will admit vaping is a problem among their peers."I think it's something that's pretty prevalent. To have 13-year-olds addicted to nicotine is pretty bad," said Colleen Campbell a senior at South High School."JUULing is the most popular one," said Abdi Bhandari, a senior at Mountain Vista High School.An epidemic that has even gotten Governor John Hickenlooper's attention. He recently signed an executive order to urge state lawmakers to act to curb youth vaping.Hickenlooper is asking them to raise the minimum age to buy e-cigarettes to 21 and to consider banning flavored tobacco."It is right now, one in four teenagers in Colorado that are vaping," Hickenlooper told students at a packed auditorium at South High School."It is becoming a huge national problem and it's even bigger locally," said Dr. Megan Moini, a pediatrician at Centura Health in Erie.Moini is on the front lines of the vaping debate and said she has seen more and more teens get addicted to vaping."Boulder County, for example, has about three times the national average of vaping use among high schoolers," she said.Moini also said she thinks it's time for the state to crackdown and believes teens are being fooled into thinking vaping is safe and natural."Hopefully, we're getting a hold of it sooner than we did with cigarettes," she said. "The advertisers know what they're doing."Justin Zamora is a daily vape user and is also an employee at a local vape shop."I don't think it's fair because this is helping more people than it's hurting," he said.From Zamora's perspective, underage vaping is like underage anything."I hate it because it's just like they're scrutinizing our industry when there's underage drinkers, there's underage weed smokers, there's underage tobacco smokers," he explained.Zamora also said he has seen firsthand how vaping can help customers kick their cigarette habit."I've had customers come in reeking of cigarettes and then a couple weeks later they smell like vape coming in and they're like 'hey man' 'thank you'," he said.The Colorado Department of Public Health and Environment released results of the Colorado Healthy Kids Survey earlier this year, which showed Colorado ranked the highest for youth vaping out of 37 states surveyed across the United States.According to the survey, only 7 percent of high school students currently smoke cigarettes, while 27 percent said they vape nicotine. The statewide school survey shows 87 percent of Colorado high school students think cigarette smoking is risky, but only 50 percent believe those risks apply to vaping nicotine.The CDPHE said a separate, more comprehensive state survey shows about half of Colorado high school students have tried vaping nicotine, don’t see it as risky and think vaping products are easy to get, even though it is illegal to purchase them as minors.While no one seems to argue, teen vaping is a problem.
