SAN DIEGO (CNS) - Police arrested a domestic violence suspect Friday morning after a standoff in La Mesa that temporarily blocked access to parts of Grossmont Center. The La Mesa and San Diego police departments responded to the situation at Grossmont Center Drive and Center Drive just before 8 a.m. Both streets were closed as officers worked to detain the suspect, La Mesa Police reported in a tweet.The situation started Thursday night when police received a call from the victim, saying she was choked by her ex-boyfriend at a residence on the 6800 block of Hyde Park Drive, San Diego police said.Police responded about 7:20 p.m. but the suspect already had fled in the girlfriend's car. Officers took a crime report and the victim was taken to Sharp Memorial Hospital in Kearny Mesa as a precautionary measure.The suspect returned to the residence this morning and the victim called the police again, according to SDPD. The suspect then drove to Grossmont Center, where police found him around 7:30 a.m. The suspect was arrested at 8:19 a.m. and taken into custody.The streets in the area were reopened around 8:30 a.m., SDPD said. 1145

SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer accepted a nine-figure loan from the U.S. Environmental Protection Agency Tuesday to help the city finance phase one of the Pure Water San Diego water recycling program.Faulconer joined EPA Acting Administrator Andrew Wheeler to formally claim the 4 million Water Infrastructure Finance and Innovation Act loan. The city estimates that the first phase of the program will cost roughly .4 billion, including funding from the loan.San Diego will provide one-third of the city's drinking water through the Pure Water program by 2035, according to city officials. The city plans to break ground on the project's first phase in 2019."This federal funding is validation that our Pure Water Program is cutting-edge technology and a worthy investment for San Diego's future water independence,'' Faulconer said. "This is going to be one of the most significant infrastructure projects in San Diego history and will deliver clean, reliable water to our residents for decades to come.''As part of the first phase, the city will upgrade existing water facilities and construct new ones, like the North City Pure Water Facility near Eastgate Mall. Phases two and three will result in new water pipelines and facilities in central San Diego and South Bay.Congress enacted the WIFIA loan program in 2014. SAN DIEGO (CNS) - The first batches of Pfizer's long-awaited COVID-19 vaccine arrived in San Diego County Monday for both U.S. Department of Defense personnel and civilians, with initial vaccinations to begin as soon as Tuesday.Naval Medical Center San Diego received an unspecified number of vaccines Monday, with front-line medical workers and essential mission personnel -- such as EMS, firefighters and gate personnel -- to begin receiving the first dose of the vaccinations Tuesday. Naval Hospital Camp Pendleton will take a portion of those doses for personnel north of San Diego."We are proud to support operation Warp Speed," said Rear Adm. Tim Weber, commander of Naval Medical Forces Pacific. "This vaccine will strengthen our ability to protect our people. I am confident in the stringent regulatory process of the FDA."Weber said the number of doses delivered to the Navy in San Diego is likely fewer than the number of "first-tier" medical personnel at the two hospitals. Subsequent vaccine allotments -- as the supply chain dictates -- will allow for the second dose of the vaccine to be administered to medical and other "mission-essential" workers, as well as those who missed it the first time, Tricare dependents and non-essential personnel.The number of doses delivered to the San Diego-area military is classified, Weber said, calling it an "operational security issue." However, the U.S. government has allocated vaccines to 64 jurisdictions, and the DOD plans to administer its initial allocation of 43,875 doses to populations of uniformed service members -- both active and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.Capt. Devin Morrison, acting director of Naval Medical Center San Diego, said vaccines for military personnel will be voluntary until the FDA's emergency use authorization is lifted, at which time military personnel will follow DOD guidelines. SAN DIEGO (CNS) - The city of San Diego will begin enforcing parking regulations again starting Oct. 1 with a two-week grace period before full enforcement Oct. 15.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.In developing a plan to restart parking enforcement, city staff consulted with several business groups representing communities across San Diego.Starting Thursday, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. Drivers are encouraged to follow posted signage when looking for a parking space.Although street sweeping has continued during the public health emergency, the resumption of enforcement will allow city sweepers to sweep debris and dust pollution along the curb line to maintain improved water quality and reduce the potential for flooding as the rainy season approaches.During the two-week grace period, courtesy notices will be distributed to inform residents of the enforcement restart. 1330
