SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security.The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations.At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego.On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins.The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego.The operation has cost about .3 million, according to the County.It’s come from a mix of donations and money given to the county by the state.In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083

SAN DIEGO (KGTV) — It’s one of the few drugs shown to help fight the novel coronavirus, and a large federal study on remdesivir just entered a new phase.Previous research sponsored by the National Institute for Allergy and Infectious Disease showed remdesivir shortened recovery time in hospitalized COVID-19 patients on average from 15 days to 11 days.Now scientists and doctors are racing to find the perfect cocktail against COVD-19 by blending remdesivir with other drugs.California-based Gilead Sciences originally developed the drug to fight Ebola, but remdesivir was never approved. Gilead Sciences has offices in Oceanside.The drug works by interrupting the virus’ ability to replicate.“Remdesivir acts by shutting down virus production,” said Dr. Peter Chin-Hong, an infectious disease expert at University of California San Francisco. “It just forces the virus to stop making virus children.”Dr. Chin-Hong is studying remdesivir as part of the NIAID research.The problem is that stopping the virus from replicating isn’t enough for some severely ill patients. They suffer from a second problem: massive inflammation from the immune system’s war with the virus.That’s why scientists are trying a cocktail approach.“You have the virus to take care of, but you also have the body's response to the virus, which is inflammation, that you also have to take care of,” said Dr. Chin-Hong.Researchers started testing the first drug cocktail in May, using an arthritis drug called baricitinib that tames inflammation.But as the data on that part of the study gets crunched, researchers began testing the second cocktail this month, a combination of remdesivir and interferon beta.“Interferon beta is something we produce naturally to fight viruses,” said Dr. Chin-Hong. He said studies have shown people who don’t produce enough interferon beta struggle to fight off the virus.Researchers selected interferon beta after two small studies showed promising results against the coronavirus.Interferon beta can both reduce inflammation and kill viruses, so doctors are hoping it will be a potent one-two punch with remdesivir.Dr. Chin-Hong said he and other researchers started administering the new cocktail this month.Some patients will receive the cocktail, some will receive a placebo, and some will get remdesivir only. This kind of clinical trial is called an adaptive trial, which the FDA started encouraging in 2004. After each phase, the winning drug or cocktail will be tested against a new challenger.Dr. Chin-Hong said the eventual cocktail may include three or more drugs, similar to HIV medication. 2617

SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen.
