CARLSBAD, Calif. (KGTV) - The Orange County father who tied up his daughter and gagged her in an attempt to force her into drug rehab in Mexico could face charges. California Highway Patrol officers pulled over the car Monday night on Interstate 5 off of Cannon Road in Carlsbad after getting calls from drivers about a possible kidnapping. "Received a report of a woman bound and gagged in the back seat, kidnapped essentially," said CHP Sgt. Mike Morrin. The 17-year-old girl was with her 57-year-old father and 21-year old sister. According to the CHP, both the father and sister could face charges ranging from kidnapping to child endangerment. "You just can't gag someone and bind them and take them in the back of a car to a foreign country. That's just not acceptable. We're trying to sort out the details," said Sgt. Morrin. The teen admitted to officers she's been using methamphetamines for the last year. Her relatives told 10News she escaped twice from local rehabs. The family lives in San Juan Capistrano. Nancy Knott is a licensed psychotherapist. She spent years working as a treatment counselor for Scripps before going into private practice. Knott is not familiar with this case, but says parents often reach a breaking point. "When it reaches a certain point, desperation sets in, and anytime desperation sets in, people don't always make the correct choices. They're trying a lot of times to save the life of their child," said Knott.Knott said families in California can hire outside help when trying to force a minor into treatment. "A parent could arrange for a transport company to take their child into treatment and they do not use physical restraints unless absolutely necessary. Again, first choice is to have the parents to seek out some expert advice, try to work with their child themselves, if not, usually the one off approach works better especially with the child parent relationship to bring in a professional, to work with the child and the family. The family would be signing off permission, or the guardian, to the transport company to take that child to treatment," said Knott adding that the company should be licensed and bonded. Knott doesn't recommend seeking treatment in Mexico. "I've never taken a patient to Mexico. And frankly, never will. The laws are different there. The family is always at great risk of crossing that border because they are not going to be the same laws as in the US, so it's riskier; that's my opinion," said Knott.Knott said early intervention is critical, but recovery can still take years. "Treatment doesn't always work the first or second time with adolescents. We look at keep them alive until 25, meaning the brain is more developed at 25 to have a little more rational way of looking at their problem," said Knott. CHARLESTON, S.C. -- Ocean views, seafood and southern hospitality are what travelers can expect when visiting Charleston, South Carolina.“Charleston is a tourist destination," restaurant owner Eli Hyman said. "I think it’s one of the most beautiful cities in the world.”Multiple publications, including Conde Nast Traveler, have ranked it as the number one small city to visit in the U.S. Seventh generation Charlestonian Michael Trouche is an expert on tourism in the city. He’s the owner of Charleston Footprint Walking Tours.“We are unique to America," Trouche said. "We have so many things here that are appealing. We’ve got this magnificent, beautiful, well-preserved city in this large contiguous area of about four-square miles, this wonderful climate with all kinds of blooming gardens and trees. You’ve got Charleston right on the waterfront, right on the Atlantic Ocean… and of course... a great southern hospitality. Charleston has always been known as being a very friendly city, so people just love it. People keep coming here and they keep coming back.”However, the past eight months and counting have been a nightmare for business and restaurant owners like Eli Hyman of Hyman’s Seafood.“It’s kind of spooky quiet... it’s eerie," Hyman said. "Because normally these streets would be bustling in the fall. It’s beautiful weather.”Like most places across the country, the COVID-19 pandemic has hit the city hard. Robert Smith is the owner of a local marketing company called The Chart Group.“It almost was like overnight," Smith said. "First we heard about this virus overseas, and next thing you know we’re shutting our city down.”Considering the Chart Group offers video production and content creation for Charleston businesses, Smith depends on a thriving tourism industry. As everything shut down, his clients could no longer pay for his services. He too had to furlough employees.“Tourism within the last 30 or 40 years has become a major component," Trouche said. "It’s multi-millions of dollars in revenue for the city and for businesses and so it is a big player economically in Charleston.”Some businesses have closed forever and those that have survived had to let go of staff.“We had a staff of close to 200," Hyman said. "We’re down to about 130. We have a significant amount of them – about 40 or 45 – that have been with me for 15 years, so I have no choice but to keep my doors open. I’m going to do it for them.”Walking tours around the city only takes one person and Trouche says even that has been a struggle.“I typically give six day’s worth of tours and many times twice a day. I’ve gotten to the point where I may be giving two or three tours in an entire week.”Thankfully, there is hope. Business owners say tourism dollars are coming back as restrictions have been lifted and people are feeling more comfortable leaving home, especially on weekends. According to Erin Francis-Cummings, the president and CEO of Destination Analysts, research confirms that’s likely true.“Just last week when we surveyed American travelers, one in five said they felt like people in their personal networks were traveling more. They feel like they’ve observed that,” Francis-Cummings said.As we learn more about the virus and what can best protect us, Francis-Cummings says more people are feeling safe about traveling. However, if tourism businesses want to do well, she says they need to show that they care about the safety of their customers.“If they have the protocols in place and people feel safe, they will get business.”Francis-Cummings predicts there will be even more travelers once we have a vaccine. In the meantime, Robert says many are eager for another stimulus package from the government.“Helping these businesses through the pandemic and getting back on their feet in our opinion is the most important thing,” Smith said.Taking it day by day, business owners say they pray they’ll come out of this strong.“With God’s good grace we’ll get out of this soon," Hyman said. CAMP PENDLETON (KGTV) - Marine Corps Base Camp Pendleton is balancing mitigating risk of exposure to the coronavirus with training to keep Marines ready for deployment."Changes of command are smaller, retirements are smaller," Col. Jeff Holt, Deputy Commander for Marine Corps Installations West, Camp Pendleton, said.At changes of command, Marines are masked and six feet apart, and large formations are no more."We have mitigation measures to protect our people but life's not perfect, life gets in the way. We have to overcome those obstacles and challenges because we have a greater mission and that is to our nation," Col. Holt said.The Marines take pride in the 'First to Fight' motto. The 13th Marine Expeditionary Unit (MEU) is deployed in Jordan and the 15th MEU is preparing to deploy. Coronavirus is not creating a delay."There are choices that are made to protect the people but also to replicate what we would face in combat because the requirements of the Marine Corps do not stop," Co. Holt said Marines are training the way they would fight overseas.Units are quarantined for two weeks before and after deployment to ensure everyone is healthy. When units are training they are isolating, they do not go home each night. Marines are asked health screening questions and given temperature checks.It's not just training that has changed, the commissary and thrift store have a strict cleaning schedule and safety barriers just like San Diego's grocery stores.Col. Holt said they've been learning from San Diego and took notes, implementing strategies used at Marine Corps Air Station Miramar when flights from Wuhan, China arrived. The plane was carrying U.S. citizens that were stranded in Wuhan because of the coronavirus outbreak.At Camp Pendleton, restaurants are also similar to what you would see around the county. The only exception is the chow hall, Col. Holt said, "you might have a table of six that only has two people at it and you sit diagonally six-foot across."Gyms are similarly spaced out and cleaned often.Co. Holt has the same hope many San Diegans share, "we're all kind of hopeful to move on, for schools to open up... to regain that societal connection." 2199

Both pollsters are ranked as some of the most respected in the country. Both defend the polling process but acknowledge mistakes were made by some in 2016. "The problem that we had in 2016 was not that polling was any more inaccurate than it had been in the past. It was just that the inaccuracies happened to be in one particular direction," Murray said. What pollsters now know is then-candidate Donald Trump persuaded white voters to break with long-held, predictable voting habits and vote for him. Polling samples that once represented the population at-large, no longer did. "The media looked at that and portrayed what we were showing there as being more precise of a prediction than it could ever be," Murray said. These pollsters do not believe a "Silent Trump Voter" exists -- that is someone who is reluctant to tell a pollster they support Trump. “The so-called secret Trump voter doesn’t exist in terms of polling and the idea that polling is missing certain voters," Murray said.
