LOS ANGELES (CNS) - Two Iranian men are facing federal charges for allegedly masterminding an international computer hacking scheme that used ransomware to extort about ,000 in Bitcoin from Hollywood Presbyterian Medical Center and also targeted dozens of other victims, including the Port of San Diego, the U.S. Department of Justice announced Wednesday.Faramarz Shahi Savandi, 34, and Mohammad Mehdi Shah Mansouri, 27, were indicted by a federal grand jury in Newark, New Jersey, for the scheme that caused more than million in losses and allowed the alleged hackers to collect over million in ransom payments, according to the DOJ. The six-count indictment, unsealed Wednesday, alleges that Savandi and Mansouri, acting from inside Iran, authored malware capable of forcibly encrypting data on the computers of more than 200 victims, including Hollywood Presbyterian and the Port of San Diego. The attack had temporary impacts on business services, park permits and public records requests, a port spokeswoman said. Ransomware was used in the attack and included a note requesting payment in Bitcoin. While some of the port's information technology systems were compromised, staff proactively shut down other systems to avoid further problems, the spokeswoman said. In February 2016, Hollywood Presbyterian announced it had paid a ransom of about ,000 in Bitcoin to restore its electronic medical record system after a cyber-attack that crippled its computer system but did not compromise patient care or patient and employee personal information. The attack prevented hospital staff from accessing selected computer systems and blocking electronic communications, medical center officials said. According to prosecutors, starting in December 2015, Savandi and Mansouri allegedly accessed victim computers through security vulnerabilities and installed the SamSam Ransomware. They then allegedly demanded ransom paid in the virtual currency Bitcoin in exchange for decryption keys for the encrypted data, collected payments and exchanged the Bitcoin into Iranian currancy using Iran-based Bitcoin exchangers. Assistant U.S. Attorney General Brian A. Benczkowski described the scheme as ``21st-century digital blackmail'' in which the defendants allegedly used ransomware to ``infect the computer networks of municipalities, hospitals, and other key public institutions, locking out the computer owners, and then demanded millions of dollars in payments from them.'' Savandi and Mansouri are charged with one count each of conspiracy to commit wire fraud and conspiracy to commit fraud and related activity in connection with computers, and two substantive counts each of intentional damage to a protected computer and transmitting a demand in relation to damaging a protected computer. The DOJ alleged that the men disguised the hacks to appear like legitimate network activity, launching attacks outside regular business hours, when victims would find it more difficult to fix the problem, and by encrypting backups of the victim computers. 3320

LOS ANGELES (CNS) - Los Angeles County health officials have reported more 4,544 new COVID-19 cases and 24 more deaths Friday, as new safety orders -- including a stay-at-home order -- will go into effect as a result.The new measures will go into effect on Monday and remain until December 20, according to Los Angeles County Public Health. Residents are advised to stay home as much as possible and always wear a face covering over their nose and mouth when outside their household and around others.The additional safety modifications in the order include the following changes to the existing Health Officer Order:-- Gatherings: all public and private gatherings with individuals not in your household are prohibited, except for church services and protests, which are constitutionally protected rights.-- Occupancy limits at various businesses; all individuals at these sites are required to wear face coverings and keep at least 6 feet of distance:-- Essential retail: 35% maximum occupancy;-- Nonessential retail (includes indoor malls): 20% maximum occupancy;-- Personal care services: 20% maximum occupancy;-- Libraries: 20% maximum occupancy;-- Fitness centers operating outdoors: 50% maximum occupancy;-- Museums galleries, zoos, aquariums, botanical gardens operating outdoors: 50% maximum occupancy;-- Mini-golf, batting cages, go-kart racing operating outdoors: 50% maximum occupancy;-- Outdoor recreation activities all which require face coverings (except for swimming) and distancing: Beaches, trails and parks remain open; gatherings at these sites with members outside your household are prohibited. Golf courses, tennis courts, pickleball, archery ranges, skate parks, bike parks and community gardens remain open for individuals or members of a single household. Pools that serve more than one household may open only for regulated lap swimming with one person per lane. Drive-in movies/events/car parades are permitted provided occupants in each car are members of one household.-- Schools: All schools and day camps remain open adhering to reopening protocols. K-12 Schools and Day Camps with an outbreak (3 cases or more over 14 days) should close for 14 days.-- Closed nonessential businesses/activities:-- Playgrounds (with the exception of playgrounds at childcare and schools;-- Cardrooms;-- Restaurants, bars, breweries and wineries remain closed for in- person dining and drinking because of the high rates of transmission in the community, as customers are not wearing face coverings, which results in an increased chance of transmission of the virus. Restaurants, wineries and breweries remain open for pick-up, delivery and take-out. Breweries and wineries remain open for retail sales at 20% occupancy.There are 1,893 people with COVID-19 currently hospitalized and 24% of these people are in the ICU. LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital.The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles.The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said.That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. LOS ANGELES (KGTV) - A man who Los Angeles Police say repeatedly punched two women during a fight with a street vendor is charged with misdemeanor battery, the LA City Attorney’s office said Wednesday. Arka Sangbaran Oroojian, 30, was caught on camera attacking the women in downtown Los Angeles Jan. 26, City Attorney Mike Feuer said. Investigators said Oroojian began arguing with a hot dog vendor at 6th and Spring Streets when two women came to the vendor’s defense. The fought escalated when Oroojian punched one woman, police said. The second woman tripped Oroojian and he fell to the ground, eventually getting to his feet and hitting both women, according to officers. As they rose, police said Oroojian punched them again and ran away. The women suffered injuries including a concussion, broken finger, and bruises. Oroojian turned himself in to Los Angeles Police and is facing five counts of battery. LOS ANGELES (AP) — An autopsy report says “Glee” actor Naya Rivera raised her arm and called for help as she accidentally drowned while boating with her 4-year-old son on a California lake. The report released Friday by the Ventura County Medical Examiner says the 33-year-old Rivera was a strong swimmer. It says she had suffered from vertigo and had a recent sinus infection but neither were factors in her death. Small amounts of prescription drugs found her systems also did not contribute to her death. Rivera's son was found alone on the boat on July 8. Her body was found five days later. 603
