XIAMEN, Sept. 5 (Xinhua) -- China's outbound direct investment (ODI) rose 1.1 percent year on year to 56.53 billion U.S. dollars in 2009, according to a government report issued Sunday.Non-financial ODI, which accounts for 84.5 percent of the total, stood at 47.8 billion U.S. dollars last year, up 14.2 percent from one year earlier, while the country's overseas investment in financial sectors declined 37.9 percent to 8.7 billion U.S. dollars, according to a report jointly released by the Ministry of Commerce, the National Bureau of Statistics and the State Administration of Foreign Exchange.By the end of 2009, Chinese enterprises established 13,000 overseas companies in 177 countries, with combined assets topping 1 trillion U.S. dollars, according to the report.

We should deepen reform while promoting administration in accordance with the laws in order to solve new problems," he said.According to Wen, a sound market environment with fair competition can only be created when the government uses laws and regulations to manage various market entities, provide services for them and ensure their rights.He urged officials to strengthen legislation in key fields in order to solve deep-seated problems in the economic and social development, and ensure public ideas be fully reflected during the legislation process.Further, Wen called for scientific and democratic decision-making."Before making a major decision, the idea must be examined as to whether it is in accordance with the laws. If it goes beyond the authority of the decision makers or goes against the laws, the idea should be discarded," he said.Wen also called for a transparent and open government work system as long as it doesn't involve state secrets, commercial secrets or individual privacy.He cited key areas that should be open to the public including financial budgets, management of public resources, major construction projects and charities, among others.In addition, Wen urged improving the current administrative supervision system and called on government departments to protect civilians' rights to directly supervise the government and support media exposure on illegal activities and improper behavior by government officials.

WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said.The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.

BEIJING, Oct. 14 (Xinhua) -- Chinese Vice Premier Wang Qishan on Thursday called for efforts from both sides to safeguard the relations between China and the United States."The two nations should further enhance understanding and mutual trust to avoid politicizing economic and trade issues," Wang said when meeting Madeleine Albright, former U.S. secretary of state.During their meeting at Zhongnanhai in downtown Beijing, Wang said Sino-U.S. relations were "moving forward through difficulties."Economic and trade cooperation between the two sides were expanding and the interaction between Chinese and U.S. enterprises and markets intensifying, Wang said."China will not change its policy of opening-up and the investment environment will also be improved," he said, asking foreign entrepreneurs to be confident and patient.Albright said a sound U.S.-China relationship was critical to the world economy.
