"They humbly accept this praise, but they are quick to recognize the many unsung heroes who also stepped up to the plate to help their fellow concert-goers to safety."A spokeswoman for Zapf said the five named in the proclamation all plan to attend the event at a City Council meeting.The gunman, 64-year-old Stephen Paddock, opened fire from the 32nd floor of the Mandalay Bay Resort and Casino into the crowd at the Route 91 Harvest Country Music Festival during a performance by Jason Aldean. And while we were tying to get (security personnel's) attention and tending to her, the second round of (gunfire) came on, and I remember I just grabbed my wife ... and I just pulled her close to me, and I laid on top of her, and I tried putting her on top of the (wounded) girl, and still everybody had their hands on top of mine."He said he helped Tiffany and others scale a fence, climbed over himself and realized he'd become separated from his wife. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted Tuesday to extend a moratorium on evictions for both residents and small businesses for another month, in response to the ongoing coronavirus pandemic.Supervisor Nathan Fletcher, along with board Chairman Greg Cox, made the request, which was unanimously approved. The board first approved an eviction moratorium in late March."By extending the moratorium, we are giving families and business owners another tool to assist in their recovery from the pandemic," Fletcher said. "The Board of Supervisors did the right thing today."Cox said: "This is not an effort to provide free rent. It's really an encouragement for tenants, landlords, to work together on a payment plan."Fletcher added that people who qualify for the moratorium have to prove economic hardship caused by the pandemic.Supervisor Kristin Gaspar said the San Diego Association of Realtors recently sent letter to the county and city of San Diego in support of a rental assistance program.Gaspar asked Chief Administrative Officer Helen Robbins-Meyer if the county can create its own rental assistance program, saying property owners use the rental payments they receive to meet their own bills and employ others."I don't think any of us imaged this pandemic would go on so long," she said. "I think ignoring one entire population and favoring the other isn't exactly the right thing to do at this point."It could be months, she added, before property owners could receive any rent payments.During the public comment period, David Garcias, president of the Service Employees International Union Local 221, said the pandemic-related economic crisis "shows no signs of coming to an end, (and) we believe you should extend protections to citizens." 1784

SAN DIEGO (CNS) - The San Diego County Board of Supervisors today unanimously approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens.The board directed million to child care providers, who have been struggling to stay afloat since March, in the form of grants.The county will also spend .8 million on senior food programs -- including an expanded Great Plates program that involves prepared meals delivered to the elderly -- while also supporting participating restaurants.The board voted to spend million to support the county Department of Public Health's testing, tracing and treatment strategy dedicated for kindergarten through 12th-grade schools.Last month, the board directed the county's chief administrative officer to make recommendations on how to spend the money.To implement the child care grants, CAO Helen Robbins-Meyer will negotiate agreements with The San Diego Foundation, the YMCA of San Diego County and Child Development Associates, Inc.Supervisor Jim Desmond said while he has been critical of Great Plates program, based on the costs per meal, he understands it helps restaurants while also helping shut-in seniors who may not have any social interaction otherwise.Desmond added that if there's money left over from the program or school testing, it should go towards area food banks.In related actions following an update on county COVID-19 prevention efforts, the board approved Desmond's motion for a waiver to the school- closures mandate.The board also approved a separate motion allowing county enforcement of businesses -- in terms of complying with reopening requirements -- based on Phase 2 mandates. 1741

SAN DIEGO (CNS) - The Port of San Diego announced Monday a three-year pilot project to test the use of concrete tide pools as a shoreline stabilizing tool. The concrete company ECOncrete will analyze the efficacy of its concrete tide pools as a possible replacement for traditional shoreline-stabilizing tools like rock armoring. The concrete tide pools will also serve as ecosystems for aquatic animals and organisms that live in natural tide pools. The tide pools interlock like puzzle pieces and are made of low carbon concrete that, according to the company, is environmentally safe and tailored to the environment in which its placed. ECOncrete plans to install 72 of the concrete tide pools across three areas of Harbor Island's shoreline, according to the Port of San Diego. ``ECOncrete's Coastal Star tide pools have great potential to provide many benefits for San Diego Bay,'' said Port of San Diego Board Chair Garry Bonelli. ``The Port looks forward to seeing if they can provide shoreline stabilization, help guard against coastal flooding, and improve the ecology of our bay water.'' The project is the eighth approved in the Port of San Diego's Blue Economy Incubator, which is intended to streamline the process in which businesses can launch pilot projects for so-called blue technology. The port launched the incubator program in 2016 as a way to collaborate with businesses focused on restoring ecosystems, improving water quality and fisheries and monitoring the environment. ECOncrete plans to monitor the tide pools every six months to examine how they could replace current shoreline stabilizers in the San Diego Bay. The best-case scenario, according to the company, would be protecting the city from rising water levels due to climate change while also protecting and sustaining local marine life. ``We are eager to help protect the city's coastlines while increasing resilience and rejuvenating the marine ecosystem of the area,'' said ECOoncrete CEO Shimrit Perkol-Finkel. ``The newly developed Coastal Star tide pool in partnership with the Port of San Diego will help change the way our future coastlines look and function.'' 2162
