SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

Zillow?recently released some statistics on what new home buyers can expect to see when getting into the San Diego market. Zillow found that, over the last five years, starter homes are actually increasing in value faster than other homes.The site says the quick appreciation is due to the demand for entry-level homes growing faster than supply.RELATED: Del Mar home sells for more than million in San Diego housing milestoneHome value appreciation among affordable homes is beneficial for people who own homes, but makes it tough for buyers trying to get into the market, according to Zillow.In the San Diego metro, there are 26 percent fewer starter homes to choose from than in 2017, where the typical entry-level home is worth 6,300.But there's good news for those lucky enough to land a home. Entry level homes in the San Diego metro have gained more than seven percent in value over the last year and nearly 65 percent over the last five years.RELATED: Housing association in California fining residents 0 for keeping garage door closedThe most expensive homes have gained just shy of seven percent in value.“When the housing market crashed, owners of the least valuable homes were especially hard hit, and lost more home value than homeowners at the upper end of the market,” said Zillow senior economist Aaron Terrazas. “Since then, though, demand for less expensive, entry-level homes has built steadily, causing prices to grow rapidly. As a result, these homeowners have been able to build wealth at a faster pace than owners of more expensive homes.” 1701

SAN DIEGO (KGTV) — One Comic-Con tradition for many has been donating blood every year through the San Diego Blood Bank.While the convention isn't happening in person, locals can still participate in the yearly blood drive and score some SDCC swag while they're at it.San Diego Blood Bank is extending its annual Robert A. Heinlein Blood Drive until Aug. 18 at any blood bank center or mobile donation drive. Donors will also receive a limited-edition Marvel Black Widow t-shirt while supplies last — a traditional reward for donors every Comic-Con.For the last 43 years, the blood bank says the drive has seen more than 25,000 pints of blood donated, impacting more than 75,000 lives.The drive is even more important this year as the blood bank faces a shortage amid the pandemic. Last month, the center said it's experiencing a critically low blood supply and all blood types are needed. Summer is usually a challenging time, according to the blood bank, strained even more without schools being open, businesses hosting drives, and as local hospitals continue surgeries delayed due to the pandemic.The blood bank is also testing all blood donations for coronavirus antibodies through the end of July. SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger.
