Neighborhoods affected include: City Heights, Chollas Creek, Oak Park, Kensington, Talmadge, W State College, Rolando, E State College and La Mesa. SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said. She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said. The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. And - despite San Diego’s tempting restaurant scene - limit dining out to once or twice a week. To check out the entire Quality of Life Dashboard report, click here. 2282

SAN DIEGO (KGTV) - Police are looking for a driver involved in a two-car crash that injured pedestrians Tuesday night. The crash happened at the corner of Sixth Avenue and Laurel Street near Balboa Park. One couple said they were headed to the Haunted Trail at Balboa Park and were waiting to cross the street when they saw two cars headed for them.“I just saw the headlights going towards me, and if I didn't dodge that car, I would have been pinned on that tree. When I fell on the floor I saw that car slam on that tree,” one of the pedestrians said.  Police say a white Toyota was headed south on Sixth Avenue and as it was crossing the intersection of Laurel Street, it was hit by a blue Honda that was making a left turn onto Sixth Avenue.  The driver of the Toyota stayed on scene, but police say the driver of the Honda took off.Officers did not have a very description of the driver, and it’s unclear if there were passengers in their car.  Police say three people were transported to the hospital. All had minor injuries. 1053

SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. Meanwhile, the people who are working from home have very few places to spend their money. Jessie Medina, who opened the Femx Quarter co-working and event center in Mission Hills in November, said her business is out ,000 and she had to put two new hires on hold. "We were getting traction, growing, and all of a sudden it's like, stop," she said. "I really want our doors to open, I don't know how much longer businesses that have these liabilities every month can stay open if they're not making money."Medina said she is trying to do her part by taking out from locally owned restaurants and buying from local sellers, but with her very limited income, she can only do so much. The Workforce Partnership reported Friday that more than 13,000 San Diego workers have been laid off, furloughed or seen their hours cut. Those layoff notices are temporarily no longer required law, so the actual number could be much higher. 1784

SAN DIEGO (KGTV) - Parents who want options for their child’s education can explore the possibilities this fall through the San Diego Unified School District’s School Choice program. School Choice gives students the chance to enroll in magnet programs or schools outside their neighborhood boundaries. Parents are responsible for transportation if their children attend a school through School Choice outside their community. Parents can apply for the program online or in person. In addition to specialty programs available to students through the choice application window, San Diego Unified also has free and fee-based, full and half-day enrollment seats available in the district’s Pre-K and Headstart programs. SDUSD’s Parent Welcome Center offers help for families with preschool through high school enrollment options. It provides parents with free one-on-one enrollment assistance year-round and is located at San Diego Unified District headquarters. The center is open to families by appointment or on a walk-in basis. The enrollment window opened October 7 and closes November 20. Each year, more than 10,000 area students apply for the choice program to attend one of the more than 180 schools in San Diego Unified. Last year, approximately 75 percent of all students were seated at one of their three choices of schools. Staff is available at 619-260-2410 or eoptions@sandi.net to provide assistance in English and Spanish, Monday through Friday, 9 a.m. to 4 p.m. 1483
