LA JOLLA, Calif. (KGTV) - People from all over the world come to La Jolla Cove for its beauty, its water and to get an up-close look at the seals and sea lions living on the rocks. The two eyesores they don't come to see, however, are impossible to miss. "I suddenly turned around and saw these two structures and said, 'whoa! How'd that happen?" said Rich Heleniak, who was visiting the Cove on a recent Friday. Heleniak was referring to cottages called Red Roost and Red Rest. Built in 1894, they are the oldest structures still on their original location in La Jolla. At first glance, it's easy to see they have been crumbling for decades."They've been vandalized over the years, bricks have been thrown, there was an arson fire," said Corey Levitan, a journalist for the La Jolla Light newspaper who has tracked the cottages for years. The cottages were designated historic in 1976, meaning former owner Jack Heimburge could not redevelop them into apartments. Instead, he neglected them until his death in 1998. Heimburge also owned the La Jolla Cove Hotel and Suites next door, so his motivation to ignore them was up for debate. "There was never enough money to take care of the cottages properly," Levitan said. "Then again, this guy owned the hotel, I think there was enough money to take care of the cottages properly."In his will, Heimburge split the ownership of the cottage among his heirs.A multi-year legal battle over what to do with them settled in 2018, clearing a key road block to revamping the cottages. "Take the original structure and rebuild the outside, and they've got carte blanche on the inside to do whatever they want, right?" said Catherine Oborne, a tourist who stopped to see the cottages. The parent company of Cove Properties Inc., which also owns the Cove Hotel and Suites next door, did not return messages seeking comment.The group has retained La Jolla architect Alcorn Benton to design the project. The firm declined to comment, saying the owner is currently reviewing the alternatives and that the schedule is not yet finalized. The cottages were originally called the Neptune Bungalows. A Los Angeles attorney named George Leovy designed them and used one as a vacation home in the 1890s. A banker named Joseph Fishburn owned the other. 2287

(KGTV) -- The man caught on video being arrested outside a La Mesa trolley stop has filed a lawsuit against the City of La Mesa.The lawsuit was filed by Amaurie Johnson against the City of La Mesa, Matt Dages, and six John Does.The lawsuit alleges arrest without a probable cause, negligence, excessive force, and violence because of race.The suit comes after viral video showed Johnson’s controversial arrest outside a La Mesa trolley stop in June. In the video, an officer is seen pushing Johnson into a sitting position on a bench. Eventually, Johnson is handcuffed and told he is being arrested for assaulting an officer.RELATED: VIDEO: Incident between La Mesa officer, man at trolley station surfacesLa Mesa demonstration highlights several anti-police brutality ralliesThe La Mesa Police Department announced later in June that it had dropped charges against Johnson.“After a full review of all of the evidence in the criminal investigation" against Johnson, the police department will not seek prosecution "on any of the alleged misdemeanor charges,” La Mesa Chief of Police Walt Vasquez said."We do believe that the officer should be investigated for potential criminal liability, but there is also a civil aspect to this. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Johnson's attorney Troy Owens said in a previous news release. Troy Owens, Johnson's attorney, told ABC 10News, "Mr. Johnson does not feel that his situation or his experience is unique. And we're seeing a pattern of behavior specifically coming from the City of La Mesa and the La Mesa police department, and that is upsetting to everyone."Owens added, "The City of La Mesa pledged transparency and pledged accountability, and we are seeing the exact opposite of that. We're seeing closed investigations. We're seeing no action being taken we're not being given any information, and it's upsetting ... It appears as though law enforcement in the City of La Mesa is not calming down, it appears as though they escalated instead of de-escalating situations, and that is concerning.""We're being given the runaround, and we're tired of that. LAKE CHARLES, La. — Wrapping gifts during the holidays is a highlight for Stacy Williams, as she does it even for friends and family who ask her to do theirs. This year, though, the normally happy task masks a sad year.“There's no tree. There’s no decorations,” she said. “It's just not something that I'm used to because Christmas is my favorite time of year.”Williams and her family evacuated their rental home in southwest Louisiana just before Hurricane Laura in August.“Then in the midst of everything, between Laura and also [Hurricane] Delta, we lost my mom,” she said.It is a deep loss Williams is still trying to come to terms with, as she faces a potential new loss: eviction from her home.“So many people are going through it and it's just like, ‘what are we supposed to do?’” Williams said.It’s not hard to find damage around Lake Charles, but it is hard to find suitable housing for those who have been displaced, months after Hurricanes Laura and Delta tore through there.“It's been a very dynamic and ever-evolving situation,” said Stephanie Wagner with the American Red Cross of Louisiana.The Red Cross is working to help Williams and others find a new place to live because hurricanes impacted their work and living situations.“For the financial assistance that is provided, that is one of the uses that residents can use it for,” Wagner said. “It can be used for a down payment. It can be used to kind of supplement what they may need for any kind of rental assistance and we are partnering with other agencies including FEMA, to again find either temporary housing or more long-term and sustainable housing for these individuals.”However, for others not impacted by natural disasters across the country, help is far more limited and the potential for evictions far more widespread.According to the Census Bureau, one-third of all the households in the country are behind on their rent or mortgage.Aside from the District of Columbia, the states with the highest percentage of people facing eviction are South Dakota, followed by North Carolina, Georgia, Oregon, New Mexico, Wyoming, Ohio, Arizona and Louisiana.For now, Williams is just trying to stay positive and keep it all in perspective.“As much as you want to give up, don't,” she said. “Because even in the midst of all of this, I'm still going to hold onto faith and hope that ‘a way’ will be made out of ‘no way.’”The current COVID-19 relief bill that Congress has been working on would potentially extend the moratorium on evictions through February. LAKESIDE, Calif. (KGTV) - A Lakeside woman who spent ,000 to have solar panels installed on her home is angry about an 8 electric bill from San Diego Gas and Electric.Michaela Wright told 10News her power bill is three times higher than it was at this time last year.“How could I possibly get a bill this high when I bought solar panels,” questioned Wright.Wright called the high bill “price gouging” and said it was "out of hand" with a 26 percent rate hike coming in the next three years. She’s been writing letters to lawmakers and calling the governor to demand action.To make a difference, Wright also wants her East County neighbors to talk part in a walk-out. She would like to see residents leave their homes and stop using power between 4 and 9 p.m., twice a month.“Hit them in the pocketbooks because money talks and when you start losing money they start paying attention. I just feel we have to do something,” Wright said.SDG&E spokesperson Wes Jones wouldn’t comment on the walk-out or talk specifically about Wright’s bill. However, he said SDG&E recommends customers use less energy during peak hours: precisely what Wright is proposing with the walk-out.Jones also suggested Wright check with her solar company.“The solar system is matched to the solar energy you need and should work with your solar provider to see if your system is generating the energy needs that you have,” said Jones.Wright said she has been in touch with her solar company - and now it’s time to turn out the lights and walk out.“I’ve had enough, and the rest of San Diego feels the same… we’ve got to do something,” Wright said. 1646
