(Xinhua Photo)Photo Gallery>>>    "Your work has ensured the people's security, avoided a huge loss and created a miracle in dealing with large quake-formed lakes," it said.     "The State Council quake relief headquarters would like to express heart-felt gratitude and respect to the troops, geologists and quake and weather technicians working at the front line and those who helped evacuate people in low-lying areas," it said.     The headquarters urged people to continue the work until they were done with follow-up activity in terms of drainage and evacuations.     The Tangjiashan lake was formed after quake-triggered landslides from Tangjiashan Mountain blocked the Tongkou River running through Beichuan County, one of the worst-hit areas in the quake that struck southwestern Sichuan Province.     Had the lake overflowed, it could have threatened some 1 million people on the lower reaches of the lake.     A man-made spillway started to drain the lake on Saturday morning and military engineers used recoil-less guns, bazookas and dynamite on Sunday and Monday to blast boulders and other obstructions in the channel and speed up the outflow.     The lake shrank dramatically on Tuesday as muddy water flowed into the low-lying areas.     About half of the lake's 250 million cubic meters of water has been discharged since the drainage started.     More than 250,000 people in low-lying areas of Mianyang were relocated under a plan based on the assumption that one-third of the lake volume breached the dam.

BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. About 4,000 electricians were on stand-by to fix power facilities if affected by the rainstorms.     Storms were expected to hit quake-battered Sichuan Province on Friday night and Saturday morning, according to the provincial meteorological bureau.     Relevant departments were warned of mud-and-rock flows and landslides that could be triggered by strong rains. 

SHANGHAI, April 16 (Xinhua) -- A press release from the Chinese Foreign Ministry said here Wednesday that the six-nation talks on Iran's nuclear issue had reached an "important consensus" to formulate a plan to restart negotiations on Iran's nuclear issue.     The press release said that the attendant parties had profound and constructive discussions on the next steps, however, it did not offer any further information about what the consensus was. Officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gather in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue April 16. The involved parties all agreed to maintain close communication and consultation in an effort to continue their discussions on some unsolved issues concerning the plan, the press release added.     At the invitation of Chinese Assistant Foreign Minister He Yafei, officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gathered in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue.     However, the meeting was overshadowed by Tehran's latest defiant moves, by announcing that the country had tested a new advanced centrifuge and started to install 6,000 new centrifuges at Natanz nuclear plant. "We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."

BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

BEIJING, Oct. 10 (Xinhua) -- A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday.     The Xinzhou-600, developed by Xi'an Aircraft Industry Company (XAC) of the China Aviation Industry Corporation I (AVIC I), flew on Thursday in Xi'an, capital of northwest China's Shaanxi Province, said the AVIC I.     The turboprop aircraft was a new version of the Xinzhou-60 that can carry 50 to 60 passengers. The Xinzhou-600 had been updated with a more comfortable cabin and better designed body structure and maintenance system, said Geng Ruguang from the AVIC. A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday    It was also designed for inter-island flights, which would helpit in the Southeast Asia and island nation markets, Geng said.     XAC took about three years to develop the Xinzhou-600, which would be delivered to clients from the second half of 2009, he said.     The company has orders for 136 Xinzhou-60s and has exported them to Zambia, the Republic of Congo, Laos, Zimbabwe and Bolivia since 2006.     This would give China the edge to compete in the global market for turboprop aircraft, where demand is expected to reach 1,900 in20 years.     Geng said the company had started to plan the development of the next generation aircraft, the Xinzhou-700.
