SAN DIEGO (KGTV) -- At least nine parked vehicles has their windows smashed with a bat in Oak Park early Monday morning. The vandalism happened on the 5600 block of Redwood Street around 1 a.m. Car windows along Redwood Street and Thorn Street were smashed. A witness told 10News he was returning home when he noticed shattered pieces of glass on the ground and spotted two suspects trying to get away in a white car with no license plates. The man says he followed the suspects down Thorn Street before they got away. Police are searching for the suspects and say nothing appears to have been stolen from the vehicles. 628

SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) -- Caltrans announced Friday a list of roads that recently received funding in San Diego.More than 50 projects were allocated funds that, according to the agency, will bring goods to market faster, provide additional funding for investments that counties have made and help with traffic.Some of the funding is going toward projects like "intelligent transportation systems" and rail line safety enhancements.  439

SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899
