SAN DIEGO — (KGTV) -- Democrat Sara Jacobs continues to hold a double-digit lead over Democrat Georgette Gomez in the race for California's 53rd Congressional District, according to a new scientific poll.The ABC-10News Union-Tribune scientific poll shows Jacobs leading Gomez 40 percent to 27 percent, with 33 percent still undecided. The two Democrats are vying to replace Susan Davis, who is retiring in the central and south San Diego district after nearly 20 years. The poll shows Jacobs, granddaughter of Qualcomm founder Irwin Jacobs, leading in support from those who describe themselves as liberal, moderate, conservative, and very conservative. Gomez, currently the City Council president, is generating most of her support from voters who describe themselves as very liberal."With only two weeks left to go until the election, Georgette Gomez is running out of time to close the gap on Sara Jacobs," said Thad Kousser, a political scientist at UC San Diego.Kousser said the closer the election gets, the harder it will be for Gomez to catch up, because of the increase in mail-in ballots and early voting. The poll shows 26 percent of the respondents already sent in their ballots. Kousser said, however, that Jacobs still has not reached the 50 percent support threshold, leaving the door open for Gomez, who will have to convince most of the undecideds to support her. "She hasn't been making substantial progress at the same time that she's being hugely outspent on the airwaves by Sara Jacobs," he said. Federal Election data shows Jacobs outspent Gomez nearly 5 to 1 through Sept. 30.In an interview, Jacobs said she would not rest on polling."I worked on the 2016 presidential campaign so I love seeing good polls but I will continue working very hard for every last vote," she said. SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491

SAN DIEGO — The race between two Democrats vying to become San Diego's next mayor is neck and neck, according to a new scientific poll.The ABC-10News Union-Tribune poll shows State Assemblyman Todd Gloria leading City Councilwoman Barbara Bry 39 percent to 38 percent, with 24 percent undecided. The results are well within the SurveyUSA poll's 5.3 percent margin of error. The race is even closer now than it was a month ago, when a similar poll showed Bry leading Gloria 37 percent to 34 percent, also within the margin of error. While both are Democrats, the poll showed Bry getting a majority of her support from Republicans and Independents, while Todd Gloria retained a lead among Democrats. "Barbara Bry is talking about neighborhood issues and slowing down the growth of San Diego, whereas Todd Gloria is talking about addressing housing and doing some growth," said Thad Kousser, a political scientist at UC San Diego. "That finds a political divide over growth that often separates moderates from liberals, or Democrats from Republicans even though both of these candidates Barbara Bry and Todd Gloria are both strong Democrats."Gloria took home 41 percent of the vote in the March primary, with Bry coming in second with 23 percent. She beat out Republican Scott Sherman by 1,189 to get into the top-two runoff, and his voters appear to be supporting her. SurveyUSA's poll shows 46 percent of Republicans voting in the mayor's race are supporting Bry, while 46 percent of independents voting in the race also plan to support Bry. Meanwhile, 24 percent of Republicans and 27 percent of independents voting in the race are supporting Gloria. Gloria's support is coming mostly from Democrats, with 53 percent of members of his own party planning to vote for him, compared to 27 percent for Bry.
