CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

(KGTV) - Chula Vista Police and Sweetwater Union High School District security personnel trained Thursday to protect South Bay schools.The 6th annual Security Work Group Training, held on L St. in Chula Vista, was held to share security measures.The event was pre-planned and not related to the Parkland school shooting in Florida Wednesday, officials said.Chula Vista Police say they work with school resource officers to monitor situation both on and off campus. "They're handling kids that bring knives, drugs, maybe have made threats," said captain Vern Sallee. "I've gotten calls at midnight on a Saturday night that somebody posted something on social media. We would rather chance down false leads all day long than have to follow up on a real lead after a tragedy."The Sweetwater district says they have one of most comprehensive training sessions in the county. Their schools are required to do two emergency lock down drills each year.  989

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. They are in the process of scheduling when on-site testing will begin. 2803

  

CHULA VISTA, Calif. (KGTV) - Police have arrested three people in the death of a man found slumped over the steering wheel of his still moving vehicle.Chula Vista Police arrested Britney Canal, 29, of Chula Vista, Cesar Alvarado, 39, of National City, and Michael Pedraza, 27, of San Diego, in the murder of 59-year-old Mario Serhan.Witnesses found Serhan slumped over the steering wheel of his vehicle with an apparent gunshot wound to the head just before 1 p.m. on April 11. CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109
