UPDATE August 25, 5:23 P.M.: The City of El Cajon told 10News Tuesday that the city has always allowed the public to use its public spaces within parks without a permit. The city also said it has extended the stance to commercial uses.SAN DIEGO (KGTV) -- Amid new COVID-19 restrictions, some local churches and gyms are expected to begin using San Diego's parks to conduct operations outside beginning Monday morning.City Councilman Chris Cate proposed the idea in mid-July, and the San Diego County Board of Supervisors approved a similar ordinance for county parks on Aug. 5.The ordinance means the City of San Diego's more than 300 parks, 26 miles of shoreline, and 57 recreation centers could be used for gyms, fitness classes, and worship services, however social distancing and face coverings are still encouraged.The ordinance defers park permit fees for 60 days. Mayor Kevin Faulconer will bring an ordinance to the council once it is back in session in September to make the waiving of fees permanent.This latest move is Faulconer's third executive order allowing for some businesses to operate outside.Previously, he had allowed for some retail and restaurants, and subsequently for gyms, barbershops, hair salons, and massage businesses to expand to sidewalks and private parking lots.In Poway, officials approved a plan to share park space with places of worship and fitness centers. 1404

Two hundred million dollars – that's how much money Monat Global says it made selling hair care products in 2017 through multi-level marketing.YouTube videos show the family behind Monat in mansions and driving fancy cars — but an ongoing class action lawsuit claims the company is nothing more than a pyramid scheme.Three recently filed class action lawsuits accuse Monat of fraud and deception."An inherent design and/or manufacturing defect in Monat hair care products causes significant hair loss and scalp irritation to many consumers," one lawsuit alleges."I'm devastated with what my hair looks like right now," said Heather Fox, a Monat customer in Phoenix."I had to cut off my hair," said Monat Market Partner Erin Ostby.Both women say Monat did them more damage than good."My dad used to always say I was like Samson from the Bible – I got my power from my hair. So it was really upsetting and I couldn't do that to someone else," said Ostby, who recently stopped selling Monat.CLICK TO SEE THE ORIGINAL COMPLAINTSThe U.S. Food and Drug Administration has received and is in the process of assessing 187 adverse event reports related to Monat products. The FDA received these reports between  Aug. 2, 2017 8/27/17 and March 9, 2018.More than 500 complaints have been filed with the Better Business Bureau in South Florida, where Monat is headquartered.  "Any reputable lab will tell you there's nothing in the products that would cause this kind of reaction in a large population – there just isn't. You can rub it in your skin, you can drink it if you like, within reason. It's not going to cause this kind of reaction," Monat Spokesperson Gene Grabowski said in a phone interview.But the company's repeated response to BBB complaints states that, "although Monat's ingredients are naturally-based, safe, pure and sustainable, we understand that some may experience a reaction and should discontinue use."The class action lawsuits claim the products use numerous "harsh chemicals" and "known human allergens."  One controversial ingredient the suit highlights is Capixyl – containing red clover – which some say should be on a warning label."Yes, there should be a warning label, but only if the amount was higher," Grabowski said.The University of Maryland Medical Center says women with a history of breast cancer should avoid red clover due to its estrogen-like effects in the body. It also says red clover may interfere with the liver's ability to process some drugs."The amount of red clover used (red clover extract) is so small that it would have no effect," said Grabowski.According to the FDA, cosmetic companies are responsible for ensuring the safety of their own products, which in most cases don't require government approval before they go on the market."We do tests before we send them to market and we know they're safe," said Grabowski. "I mean, those aren't clinical tests."Monat's website shows the clinical tests they did utilized one active ingredient per study.As the class action lawsuits were recently filed, Monat has not yet responded to the claims in court.    3161

Uber continues to aim for the sky.The tech company has partnered with NASA to help it develop air traffic management systems for its flying taxi initiatives, chief product officer Jeff Holden said on Wednesday. Two children’s cough syrups are being recalled because of a defect that could cause overdosing.GlaxoSmithKline Consumer Healthcare is voluntarily recalling two lots of Children's Robitussin? Honey Cough and Chest Congestion DM and one lot of Children's Dimetapp? Cold and Cough. (see below for details) The products were sold between February 5 and June 3 of this year.According to the FDA, during a review of the packaging, the drug company discovered the dosing cups were missing the 5mL and 10mL graduations. Without the measurement labels, there is a concern parents will not give their child recommended dosing.Symptoms of overdose of the ingredients in these cough syrup products include: impaired coordination; brain stimulation causing increase in energy, elevation in blood pressure, heart rate, and respiration; a lack of energy and enthusiasm; severe dizziness or drowsiness; slow heart rate; fainting; psychotic behaviour; restlessness; seizure; decreased respiration; nausea; vomiting; constipation; diarrhea; abdominal pain; visual and hearing hallucinations; urinary retention.GSK Consumer Healthcare has not received any reports of overdosing or issues at this time.The recall is limited to the following items:Children's Robitussin? Two days after President Donald Trump’s visit to the city, Democratic nominee Joe Biden met with members of Jacob Blake’s family on Thursday before hosting a community discussion on race.Ben Crump, a civil rights attorney who is representing the Blake family, said that the former vice president met with Blake's family for nearly 90 minutes. Blake joined for part of the conversation via telephone from his hospital bed, both Crump and Biden confirmed.“The family was grateful for the meeting and was very impressed that the Bidens were so engaged and willing to really listen,” Crump said. “Jacob's mother led them all in prayer for Jacob's recovery. They talked about changing the disparate treatment of minorities in police interactions, the impact of selecting Kamala Harris as a Black woman as his running mate. and Vice President Biden's plans for change. Mr. Blake Sr. talked about the need for systemic reform because the excessive use of force by police against minorities has been going on for far too long.”Biden said that Jacob Blake told him “nothing is going to defeat” him."I had an opportunity to spend some time with Jacob [Blake] on the phone. He's out of ICU. We spoke for about 15 minutes. His brother and two sisters, his dad and his mom on the telephone," Biden said.Blake was shot seven times in the back by Officer Rusten Sheskey last month. Sheskey has been placed on administrative leave per police policy.While Sheskey has not been charged with a crime, Biden said earlier this week that charges should be filed.“I do think there's a minimum need to be charged,” Biden said, also adding that the Louisville, Kentucky, officers involved in the death of Breonna Taylor should also be criminally charged.Biden told Kenosha community members that fighting for racial equality “is something worth losing over." I think the police do an incredible job. And I think you do have some bad apples. I think you'd agree every once in a while you'll see something.
