(KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. SAN DIEGO (KGTV)-- Thousands of members of the LGBTQ Community and their allies lined the streets of Hillcrest to celebrate the San Diego Pride Parade Saturday morning. More than 200 floats were on display at this year's event. We asked the crowd, "What does "Pride" mean to you?""It means finally being able to live out and proud.""It's the freedom to celebrate who we are.""Love our neighbor as ourselves and love God!"Some have been coming to the San Diego Pride Parade for decades. "Oh my gosh, she's been 26 years of marching in pride with me," Dana Harwood said of her mother. "...And I love my lesbian daughter!" her mother, Bobbi said. For others, this year's parade is their debut to the world. "Fours months ago, I started my transition," Grace McBride said. "I am just so happy now that I came out to be authentic."For 55 years, people called her Dale. But today, she is proudly Grace."Dale was struggling. Dale was a Marine. Dale worked for the cable company, and anymore now I just want to share the love," McBride said. It has been a long struggle for the LGBTQ community. The most notable moment was the Stonewall Riots in 1969, where New York Police raided LGBTQ members staying at the Stonewall Inn. "Stonewall gave us a sense of freedom. A sense of power," Drag Queen Vera Del Mar said.Vera Del Mar grew up in National City but now lives in Tucson. She made it a point to make it back to her hometown Pride this year."I had to show off my new hairdo!" she said.What was once considered 'underground' or 'shameful' has now become part of mainstream culture, even mainstream media. This year, many familiar faces of the 10News team joined the 10News float and greeted parade-goers. 14-year-old Alexis Engelmann came out as lesbian last year. She says she is lucky to have her entire family in her corner. "It's cool because it's not really different at all," her younger brother Mile said. "We just like to support her and help her succeed in life."Like the thousands of people at the parade, Alexis is proud. She is celebrating, not hiding her Pride. San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. San Diego (KGTV)- It’s been one year since the deadly bluff collapse in Encinitas, killing three members of the same family. The husband and father of two of the women is still calling for changes along the beach.Dr. Pat Davis says this past year has been tough after losing wife Julie Davis, daughter Annie Clave and sister-in-law Elizabeth Charles.The family was out for a day at the beach last August when suddenly the bluff gave out.“It was important for me that this kind of accident never is able to happen to any other family,” says Davis.Davis says since the tragic accident, there has been little change at Grandview beach. “There’s very few new signs warning people about these cliffs.”Davis is calling on local and state leaders to stabilize the bluffs. He’s hoping a new bill will help. S.B. 1090 offers solutions like sand replenishment. It currently sits in the Senate.“We got over 4,000 signatures in one month of people supporting the bill.”In the meantime, Davis is thanking the community for its continued support. A park bench sits at the top of Grandview Beach, honoring his family members.“Not that there’s an easy side of learning to live with the loss and one of your children but, certainly family support and community support has been a great help in allowing my family to move forward.”Davis says community members also came together to place another memorial bench in their neighborhood. 1423
