Day cares that have reopened have seen enrollment numbers plummet, as many parents who are working from home and don’t need child care.With nearly 18 million Americans also out of work, some families simply can’t afford daycare anymore.“I’s not just about business. If we could run it at a ,000 loss, we would, but we can’t,” said Father Lundrigan.By some estimates, a staggering 50 percent of child care providers throughout the country could close permanently by the end of the year.Capacity limits due to COVID-19 safety procedures have limited the total number of kids many places can care for. U.S. day cares also lack any kind of public funding.“Even before the pandemic, parents were struggling to afford and find child care, and this may make that worse,” said Elizabeth Davis, an economist with the University of Minnesota.Davis says without some kind of federal aid, an untold number of day cares nationwide will permanently close, and it could have long-term impacts on families and the economy.“It’s shown us how important child care is to our modern economy and it’s part of the infrastructure, and so yes, this is a sector that needs some of that support,” Davis explained.It’s just another layer of uncertainty as families try to navigate the pandemic. 2062

New York is the exception, with a July 26 cutoff.What happens when the 0 benefit ends?Discussions on a new relief package and how it will address unemployment are continuing in Washington, D.C. Democrats in the House approved a trillion relief package in May to extend the unemployment benefit through 2020. Republicans in the Senate expect to introduce a proposal on July 27, which means it isn’t likely that new legislation will arrive before the 0 benefit lapses.It could be a matter of days or weeks before an agreement is reached. While your unemployment benefits may shrink considerably during this gap, the aid won’t stop completely. You’ll still have access to your state’s unemployment insurance if you haven’t exhausted those benefits. Another program from the original relief bill, Pandemic Unemployment Assistance, expanded unemployment eligibility for up to 39 weeks of benefits; it runs through Dec. 31 at the latest.Whether the extra 0 weekly unemployment check returns is unclear. The scenario could play out a few different ways: The benefit could be extended in the current amount, the amount could change or the additional compensation could disappear entirely.Contact your state’s unemployment office after any new or revised programs to find out if you’re eligible or will have to reapply for benefits.What can you do now?Here are a few things you can do as the 0 extra benefit comes to an end:Continue certifying for unemployment benefits. Inform your state’s unemployment office of your unemployment eligibility. You’ll typically do this every week or two, depending on where you live. If the supplemental benefit gets renewed, it’s possible that it will be applied retroactively. Certifying your unemployment can keep you in the system and help you avoid missing out on funds.Seek help with your bills. If you’re concerned about missing payments or getting evicted due to lost income, contact your lenders, utility providers and landlord to find out your options. Many companies are offering financial assistance during the crisis.Work on your budget. Adjust your budget to account for the change in income. List your necessary expenses so you can anticipate what it’ll cost to cover the basics and trim additional expenses where you can. A man "showing homage to the DC comic supervillain, The Joker,'" was arrested after a road rage incident in Tempe, Arizona.Tempe police report that on April 15 near Rio Salado Parkway and Price Road, two vehicles were stopped in the right lane at a red light.A woman was stopped behind an orange Ford Mustang with lime green rims. She honked and flashed her lights signaling the Mustang to go. Instead, the driver, 35-year-old Keith Douglas Casto, pointed a silver handgun at the woman. After both cars made the turn, Casto reportedly came alongside the woman's car, rolled down his window and again pointed the handgun at the woman while she was on the phone with police. "Keep it in the movies. You're not that person and you don't get paid to point a gun at people in real life." said the woman, who is not being identified for safety reasons. "It looked like a gangster gun. No joke. Absolutely not. It's not okay to point your gun at someone."Tempe police officers located a car with the license plate 'AZ JOKER' at a nearby gas station. They found Casto with the same gun in his pocket. Inside the car, police say, was an homage to the 'DC comic supervillain'. They found a 'Joker' flask, a purple cane, an electronic voice changer, fake gold teeth, and joker cards. The silver handgun was also inscribed with the name, 'Joker.'Police are also investigating an incident in February, possibly involving Casto, where a man matching his description pointed a gun at several people in Tempe parking lot. Witnesses described the same car used in the road rage incident.He has been charged with aggravated assault. 1687

  

A man accused of gunning down an international student at the University of Utah on Monday has been captured after an overnight manhunt, authorities in Salt Lake City said.Both Austin Boutain and his wife, Kathleen, are in custody, police said. The couple also were wanted for questioning in connection to the death of a man several days ago in Golden, Colorado, according to University of Utah Police Chief Dale Brophy.Austin Boutain, 24, was arrested Tuesday, Salt Lake City police said in a tweet.The victim in Golden, who has yet to be identified, died within the last three to five days in a recreational vehicle, Brophy said.Golden Police Department Capt. Joe Harvey stressed that the Boutains are persons of interest, and not suspects, in the Colorado death. Details of the death were "cloudy," he said, but there was a nexus between the Utah and Colorado cases and police would like to interview the couple."We just know they were here," he said, speaking in front of the RV where the body was found.Kathleen Boutain, 23, was booked into the Salt Lake City jail until Golden authorities can question her, Brophy said. Inmate records indicate she was charged Monday with theft by receiving stolen property, possession or use of a drug paraphernalia and possession or use of a controlled substance.Before he was captured, Salt Lake City police had asked people Tuesday morning to stay away of the Emigration Canyon area, just a few miles east of the university, as the search for Austin Boutain continued.Around 11 a.m., Salt Lake City police tweeted that the "mountain search for Austin Boutain has been completed" and that the suspect was "still outstanding."Just before noon, the department tweeted that the suspect was in custody.A criminal background check did not yield immediate results for Austin Boutain, though police distributed mugshots indicating he had been arrested in Marion County, Alabama, in the past. Austin Boutain has connections to Minnesota, Wisconsin, Mississippi, Utah and Alabama, said Harvey, who did not elaborate.  2063
