SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. "And if this facility works out well we'd be happy to continue as a service provider."The city is installing the new tent at 17th and Commercial over the next few months. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

SAN DIEGO (KGTV) — On Friday, there was confusion and frustration with Poway Unified School District's reopening plans this fall from parents like Mark Meadows. “I think they should make their decisions based on the facts. Not based on something that they made up or something that they misinterpreted,” Meadows said.In a letter sent out earlier this week, PUSD reported, in part, that it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. The letter reads, "However, the new metrics announced to San Diego County superintendents [Tuesday], require our county to be off the monitoring list for two 14-day cycles (a total of 28 consecutive days)."That 28-day part is incorrect, county officials said Friday.PUSD reported to parents that the district would continue with virtual learning through December.On Thursday night, Superintendent Dr. Marian Kim-Phelps told ABC10 News, “The reason why we chose going to December was that after talking to our district administrators and staff, we wanted some continuity of learning for our children to ensure that so that we could finish whatever option we started with like finish a whole entire quarter or trimester.”“[If this goes through December] it would require us a lot of schedule shifting and possibly paying for some type of tutor or nanny to watch our child while they're at their virtual class during the day,” added Meadows.Dr. Kim-Phelps said she sent the letter after getting new guidelines during a tele-briefing on Tuesday with the county but the county confirmed Friday that PUSD's information is incorrect.Friday afternoon, PUSD reported that was no misunderstanding on its part and directed ABC10 News to a county slide that reads, in part, that on Day 28, schools can reopen for in-person instruction.PUSD added on Friday, “There's no change in our plans." 1909
