SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. The storage facility will hold 500 units for homeless people to store their things while they look for work and get back on their feet.  RELATED:  514

SAN DIEGO (KGTV) - The family of a California Firefighter is hoping for his safe return after authorities in Mexico arrested two people linked to the case.Authorities announced on Friday that they had arrested a couple linked to the case. The couple has been identified as 32-year-old Fanny N. and 27-year-old Santos N.They say the couple had bank cards with Aguilar's name on them, and the cards were used at businesses in Ensenada, Rosarito, and Tijuana. The arrest was made Thursday.Aguilar disappeared in August when we went to his second home in Baja California.According to Mexican authorities, Aguilar had arranged to meet with one of the suspects at a Rosarito address. They believe it could have been a set up to kidnap him. Aguilar tried to escape.Authorities say neighbors heard gunshots and investigators found bloodstains in the area, but they have not been able to locate Aguilar.Aguilar's cousin in San Diego county, Nancy, says she is hopeful that her cousin will be found."I have faith that he's out there alive, and we are going to find him," she said.Authorities are questioning the suspects for leads. 1129

SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service.
